will explain the workings of this great institution of democracy in Strasbourg.
He will be accompanied by Victor Condé an attorney specialized in Human
Rights in the US.

Voting in
the RVCC Election
Voting in the election will follow rules outlined
in the DPCA Charter. This is a country by country vote and only Country
Committee Chairs and Vice Chairs are allowed to vote. One vote per country. (Sections 6.2, 3.7 as
well as others). Either the Chair or Vice Chair may cast the entire country vote
in the absence of the other. If both are present, each exercises .5 vote.
Voting will take place in person and electronically
via WebEx and email.
