Resolution I
Proposed by Joe Smallhoover
WHEREAS George W. Bush has demonstrated his inability to serve as President on both the domestic and international fronts;
WHEREAS Richard Cheney has demonstrated his own incompetence
by failing to assist the putative President in the execution of his
functions;
WHEREAS the Nation desperately needs new leadership now;
NOW THEREFORE BE IT RESOLVED that Democrats Abroad calls for the immediate censure by Congress of both George W. Bush and Richard Cheney.
Resolution II
Proposed by Terri MacMillan
WHEREAS, Preemptive war has long been recognized as a
violation of international law and its practitioners have been held
accountable as aggressor nations and their leaders have been have been
held responsible; and
WHEREAS, The United States launched a preemptive war against Iraq for unproven and unsubstantiated reasons; and
WHEREAS, This military action has resulted in the unnecessary
deaths of tens of thousands of Americans, Iraqis and others, has
weakened the economies of both countries, has encouraged the escalation
of terrorist attacks by radical groups internationally, and has
increased security threats faced in the United States and abroad;
NOW, THEREFORE BE IT RESOLVED, By Democrats Abroad, That the United States renounce the Bush doctrine of preemptive war.
