Resolution II
Proposed by Terri MacMillan
WHEREAS, Preemptive war has long been recognized as a
violation of international law and its practitioners have been held
accountable as aggressor nations and their leaders have been have been
held responsible; and
WHEREAS, The United States launched a preemptive war against Iraq for unproven and unsubstantiated reasons; and
WHEREAS, This military action has resulted in the unnecessary
deaths of tens of thousands of Americans, Iraqis and others, has
weakened the economies of both countries, has encouraged the escalation
of terrorist attacks by radical groups internationally, and has
increased security threats faced in the United States and abroad;
NOW, THEREFORE BE IT RESOLVED, By Democrats Abroad, That the United States renounce the Bush doctrine of preemptive war.
Resolution III
Proposed by Terri MacMillan
WHEREAS, The Bush Administration misled the country into an
immoral, illegal, unnecessary and unwise invasion and occupation of
Iraq, using Iraqs alleged possession of weapons of mass destruction as
the primary motivation, and
WHEREAS, On January 12, 2005, President Bush officially
declared an end to the search within Iraq for weapons of mass
destruction, having found none at all, and
WHEREAS, The United States invasion and subsequent occupation
of Iraq has strained relations with our allies and continues to
contribute to the growth of an Iraqi insurgency that is intent on the
expulsion of outside forces, and to increased recruitment by anti-U.S.
terrorist organizations, and
WHEREAS, Democrats Abroad unequivocally supports and values
the men and women in the U.S. armed forces who have been placed in
harms way by the Iraq war, and
WHEREAS, Nearly 2000 U.S. soldiers have been killed and many
thousands more wounded, and untold tens of thousands of innocent Iraqi
men, women, and children have been killed, wounded, or made homeless in
the continuing conflict in Iraq, and
WHEREAS, The invasion and occupation of Iraq have depleted
our armed forces, including Active, Reserve, and National Guard troops
who are serving unexpectedly long, and often repeated, tours of duty in
Iraq, and impaired our capacity to respond to crises at home and in
other parts of the world; therefore
BE IT RESOLVED, That Democrats Abroad calls for a
responsible, orderly, early and rapid withdrawal of all United States
military personnel from Iraq;
BE IT FURTHER RESOLVED, That Democrats Abroad, recognizing
that the welfare of the Iraqi people and the stability of the region
are of the utmost importance, therefore supports intensive diplomatic
action with all states in the region, with other key nations and the
Iraqi government coupled with announcement of the withdrawal, U.S.
participation in multinational reconstruction efforts, and provision of
all aid necessary for the security and welfare of Iraqs citizens; and
therefore;
BE IT FINALLY RESOLVED, That Democrats Abroad strongly
advocates the immediate commencement of planning by all Federal
agencies for such a withdrawal, and furthermore urges that this
resolution be adopted as policy by the Democratic National Committee
and the Democratic leadership in both the House and Senate.
