Joe is one of the DA's longest-serving leaders. He is a practicing lawyer based in Paris and has practiced law in France and Germany for over 30 years. He practiced law in California and Pennsylvania before moving to Europe.

Joseph Smallhoover is the current International Counsel of Democrats Abroad, a post he has previously held for numerous terms over the last 30 years. He has also served Democrats Abroad as its International Chair, Vice-Chair and Secretary, as well as a member of the delegation to the Democratic National Committee. In addition, he has been a Delegate at five National Conventions and served on the Platform Committee representing Democrats Abroad for the 2016 National Convention.
A practicing attorney in Paris, he is also admitted to the Bars of California, Pennsylvania and the Supreme Court of the United States. He is an adjunct professor for McGeorge School of Law, where he teaches international business law, international art law, international dispute resolution and anti-corruption law. He taught American constitutional law at France’s famed Science Po and lectures regularly on diverse subjects such as the comparative ethical obligations of lawyers and the law of beer.
