As you might be aware, US Citizens are subject to citizenship-based taxation unlike most the world that has Resident based to taxation. We are lucky in Luxembourg that there is a tax treaty with the United States that makes things a little easier, but not all countries have a tax agreement with the US. Also, the patriot act now requires foreign banks to report on American citizens abroad. This can be a violation of European privacy laws; hence European banks are reluctant to deal with Americans even for simple accounts. It also impacts the US bank accounts of Americans living abroad. If you indicate a foreign address, your financial accounts can be closed, and it happens regularly. Americans are put in a position where they may have to use a false American address. Also, if you have been living abroad for more than 10 years, your social security benefit is diminished under the Windfall provision. I am a living breathing victim of this.
Because of this and other issues a house resolution was introduced just to study the plight is Americans abroad.
