2018 Elections: Registration and Ballot Updates


Known issues regarding application deadlines or access to ballots. (listed alphabetically by state)

Arizona — Deadline to Register to vote is Tuesday, November 6.
FVAP.gov lists the registration deadline as Received by 11:59 PM, October 9, 2018 and the ballot request deadline as Received by October 26, 2018, but we have confirmed with state election officials that the deadline is Received by 7 PM MST, November 6, 2018 — close of polls on Election Day: Arizona Secretary of State website: Military and Overseas Voters
Overseas voters can register to vote and request a ballot using Arizona's online system.
Overseas voters can return your ballot using Arizona's Secure Ballot Upload system. To upload a voted ballot, you must have first been authorized by the county to utilize the system. You can obtain authorization from the county by requesting an early ballot through this system or by contacting your county directly.
California — LA County relying on SAMPLE BALLOT to be voted by overseas voters requesting ballot by email.
For those receiving a ballot via email containing a download link, the downloaded PDF of your ballot may appear with the words SAMPLE BALLOT in the margin. The ballot will appear otherwise able to be voted with (i.e. the words SAMPLE BALLOT do not obscure the voting area). You should also have received accompanying instructions from your local elections officials clarifying that the SAMPLE BALLOT is the ballot that you should vote, and that it will be counted. Do not wait to receive an official ballot. Go ahead and vote with the Sample Ballot. As always, best to confirm by contacting your elections officials to confirm whether you can vote with the Sample Ballot.
Connecticut — Deadline to Register to vote is Monday, November 5.
FVAP.gov lists the registration deadline as October 30, but Connecticut accepts applications until November 5: Connecticut Secretary of State website: Military and Citizens Overseas Ballot Information
Illinois — Voters can request a ballot until Saturday, October 27.
The October 9, 2018 deadline listed on FVAP.gov is specific to (1) Overseas Citizens who are not registered to vote and requesting a full ballot (all elections for federal, state, local offices and ballot measures); however (2) Overseas Citizens who are registered to vote and requesting a full ballot and (3) Overseas Citizens who are not registered to vote and requesting a federal ballot only (U.S. House, other years would include races for U.S. Senate and the presidency) have until October 27 to apply.
Mississippi — Deadline to Register to vote is Saturday, October 27.

Nevada — Deadline to Register to vote is Tuesday, October 30
FVAP.gov lists the registration deadline as October 8, but voters can register until October 30 by FPCA or online
Pennsylvania
Pennsylvania continues to block overseas access to the state elections website.
If you have problems downloading your ballot, please call the PA Help Desk at 1-866-472-7873 or email [email protected] for immediate assistance. They will email your ballot but you must request it. PA VOTERS - IMPORTANT BALLOT INFORMATION - Problems with Download Link!
South Carolina — Voter Registration deadline has been extended until Wednesday, October 17.
If you send the form by Email or Fax, your form must be RECEIVED in South Carolina by October 17, 2018. If you send the form by Mail, it must be POSTMARKED by October 17, 2018.
❗️Virginia — Deadline to Register to Vote is Monday, October 15.
FVAP.gov lists the registration deadline as Received by 5 PM, October 30, 2018, but we have confirmed with state election officials that the deadline is Received by 5 PM EDT, October 15, 2018 — 22 days before the election. Virginia Department of Elections website: Military & Overseas
Washington — Deadline to Register to vote is Tuesday, November 6.
FVAP.gov lists the registration deadline as October 8, but Washington allows registration through Election Day: Washington Secretary of State: Military and Overseas Voters
