The Democrats Abroad Global Presidential Primary runs from March 3 to March 10, 2020 at hundreds of voting centers around the world. Democrats Abroad will send delegates to the Democratic National Convention this July who reflect the results of the primary. 

Voters abroad may also vote by downloading a ballot and emailing or postal mailing it to Democrats Abroad from February 18, 2020 through March 10, 2020. All emailed and faxed ballots must be received by March 10th, 2020 at midnight Pacific Time (GMT -7).

The 2020 Global Presidential Primary Results Are In!

  • Sanders received 57.9% of the abroad vote, securing 9 delegates for the Democratic National Convention, while Joe Biden received 22.7% of the vote and 4 delegates.
  • 39,984 Americans successfully cast their ballot, a 15% rise from 2016.

Listed below are the current members of the Democrats Abroad Affirmative Action Committee. To encourage a diverse population of candidates to run in the delegate selection process, the Committee strives to ensure fairness at every step of the process until the Democratic presidential candidate is formally nominated by the Party’s thousands of delegates. A native of Washington, DC, Adrianne George discovered Democrats Abroad (DA) while living in Brussels in 2004. After moving to Sweden in 2006, she started a chapter that is now part of Democrats Abroad Western Sweden. She was elected to the Democratic National Committee during the Global meeting in Berlin in 2016, and as an Obama delegate to the National Convention in 2012.  Adrianne served as DA's Global Volunteer Coordinator, Global Caucus Coordinator, Global Nominations & Elections Committee member, Door Knock Committee, led the DA Sweden Nominations & Elections Committee, and leads the newly formed DA Sweden Black Caucus. In additional to being a US overseas voter advocate and staunch supporter of Statehood for Washington, DC, Adrianne is the immediate past President of the American Women's Club in Stockholm.

Tre' Shawn Griffin-Noordermeer was born and raised in Akron, Ohio, surrounded by and working on local political campaigns from family and friends. Having public service instilled in him from an early age he spent his teen years volunteer for several local groups/organisations. Pursuing his love of politics, he moved to London in 2013 to study Political Science as his undergraduate degree. Continuing his education he moved to Leiden, Netherlands a few years later, and began volunteering with DA. The Netherlands is where he is now living permanently with his husband and puppy. He currently is pursuing his Master degree in Museum Studies. Tre' Shawn is currently serving in his second term as Secretary for the DA Netherlands Executive Committee. He is the Co-Chair of DA's Global LGBT Caucus and a member of, the Global Women's Caucus, Global Veteran's and Military Families Caucus and is currently proudly serving as a member of the Affirmative-Action Committee.

Amerika Garcia Grewal lives in Fiji and votes in Texas. She grew up in the border town of Eagle Pass, Texas. In addition to the Border Patrol checkpoint about 10 miles into Texas on the main highway, there's now a child detention center about 30 minutes from where her parents still live. Immigration Reform, Public Education, and Access to Healthcare are some of the issues she cares deeply about. In her roles as the chair of the Global Hispanic Caucus and a member of the Affirmative Action Committee she is working to help US Citizens around the world cast informed votes in the 2020 primary and presidential elections. she/her/ella

Sharon Manitta was a long-time volunteer with the New York State Democratic Party while working as a journalist and university lecturer. She moved to the U.K. in the late 1970s and after a long search, found that the Democratic Party had an official overseas branch called Democrats Abroad.  Sharon was the first person to be in charge of press for Democrats Abroad UK and then international communications. In 2007 Sharon moved to Washington, D.C. to become Communications Director for Congressman Dennis Kucinich’s run for the Democratic Presidential nomination. She returned to the UK in 2008 and continued to do media for Democrats Abroad as well as for heritage and policy foundations.

Michael Ramos is a Hispanic American of Mexican descent currently residing in Melbourne, Australia. Before moving abroad, he was a Democratic congressional staffer and was formerly enlisted in the U.S. Marine Corps. Michael serves in several capacities within Democrats Abroad: the Affirmative Action Committee, the Global Hispanic Caucus, the Global Veterans and Military Families Caucus, and the Global Tax Task Force. Michael votes absentee in Illinois' 17th Congressional District. He is committed to working with the Affirmative Action Committee to ensure inclusive diversity messaging in encouraging Democrats Abroad members identifying with historically-disadvantaged groups to run as delegates to the 2020 Democratic National Convention.

 

Jeffrey Cheng was born and raised in New York City, and moved to Philadelphia to attend university before moving abroad (so he votes in Pennsylvania!). His background in business and engineering helped propel him into a career that includes managing real estate, working in marketing, web design, finance, and IT. He currently works in IT and Administration at a Finance research institute in Stockholm.
Jeffrey moved to Stockholm, Sweden in 2014. When the Stockholm chapter of Democrats Abroad Sweden was re-started in 2015, he saw a great opportunity to get involved and help grow the chapter and country committee with his database knowledge, IT background, and interpersonal skills. Shortly afterwards, he joined DA global teams, successfully ran for a position in Democrats Abroad's Executive Board, and has served as the Global Secretary of Democrats Abroad since 2017.

FAQs for the 2020 Global Presidential Primary

Don’t miss your chance to vote in person this presidential year! Join Americans around the world and participate in this year’s Global Presidential Primary through Democrats Abroad. Voting in the Primary gives you the chance to help determine the presidential candidates our delegates will vote for in the Democratic National Convention. Details below.

Who is eligible to participate?

Democrats Abroad has just a few requirements for voting in the primary:

  • Reside abroad and be a U.S. citizen
  • Be a member of Democrats Abroad
  • Be 18 as of November 3, 2020
  • Not have voted, or plan to vote, in any other 2020 state presidential primary

When can I vote? 

Starting February 18th, you can download your ballot from the Democrats Abroad website and vote from over 197 countries! If you'd like to vote in person, our in-person events kick off on Super Tuesday -  March 3rd - and run through March 10th.

What if I’m not a member of Democrats Abroad?

You can sign up today, or anytime up until you’re about to vote.

How can I vote in the Democrats Abroad primary?
You can vote in person or online. If you’d like to vote in person, visit our map of events here or check out our list of official events. We’re holding more than 220 events in 45 countries around the world March 3-10.

If you can’t join us in person, as long as you’re a member of Democrats Abroad, you can also vote remotely. Ballots were sent out on February 18, but you can also go directly to democratsabroad.org/primary to download your ballot and vote now

Can I vote in the Global Presidential Primary and my home state's primary?

You can only vote one time in this year's presidential primary process. If you vote in the Global Primary, but also want to vote in your home state for the down-ballot primary races (such as for your congressperson), you can! Just don't vote for a presidential candidate on your state ballot.

Why should I participate in the global primary instead of voting in my state's presidential primary?

While tens of thousands of people will participate in the global primary this year, millions will vote in your home state. That means that your vote in the Global Presidential Primary is more powerful than if you were to vote in home state - in fact, it can be up to 4 times more powerful!

The Global Presidential Primary ballot asks for my member number, but I don't know what it is. What should I do?

You can leave this blank; the field is optional.

What should I do after voting my ballot to make sure its valid? 

Review the attachment in your email and make sure you voted for your candidate, added info in all required fields, and signed your ballot. If you missed a step, fill it in fully and send it in again. We count your first valid ballot.

Where do I send my ballot after I've completed it? 

The easiest way is to email it to [email protected]

Why are there candidates on the ballot who have suspended their campaigns?

The only way a candidate could be removed from the ballot is if they requested before February 18 that we do so. This was the case for Senators Cory Booker and Michael Bennet. Candidates who did not make this request or who suspended their campaigns after February 18 still appear on the ballot.

What if I voted for someone who has suspended their campaign, or who decides to suspend their campaign later?

It is possible for candidates who have suspended their campaigns to still earn delegates to take to the Democratic National Convention in Milwaukee, if they earn more than 15% of the vote in our primary. Please note that once your ballot is cast, it cannot be changed.

Which candidates have formally withdrawn from the Global Presidential Primary?

I voted for a candidate who has suspended their campaign. Can I vote again?

Once a valid ballot is cast, it is counted. If you cast more than one valid ballot, the first is counted, and the rest are not. This includes if you first vote went to a candidate that has suspended their campaign or withdrawn. 

If a candidate formally withdraws from our primary or shuts down their campaign before May 15 - which is when Democrats Abroad begins electing delegates at our global and regional meetings - any delegates they have been allocated will be assigned to other candidates who met the 15% threshold in our primary.


Will the Covid-19 coronavirus impact my voting location?

We're monitoring the situation closely in every city where we have planned voting centers. If a local event center has been changed or canceled, you should receive an email update, and a notice will be posted on the event listing on our site. Otherwise, you can expect that your polling station will still be open. But we encourage you to double check with the event page of your country committee if you are in an area that is heavily impacted. 

Remember to use your best judgement, and that remote voting is always an option.

All Americans living outside the United States may participate in the Global Presidential primary and run for a convention delegate position, provided they are eligible to vote and turn 18 on or before November 3, 2020, and that they are Democrats Abroad members. 

Democrats Abroad will send 13 pledged delegates and 8 automatic delegates to the 2020 Democratic National Convention in Milwaukee, Wisconsin next July. The results of the Global Presidential Primary will determine which candidates the delegates represent at the Convention.  

Democrats Abroad looks forward to hosting the first Super Tuesday Democratic primary elections, with first ballots cast in New Zealand more than 24 hours before voting centers open on the U.S. East Coast.

What does it cost to attend the Democratic National Convention?

Democrats Abroad Delegates to the 2020 Democratic National Convention are obligated to attend the convention in person, from July 13 to July 16 in Milwaukee, Wisconsin. While there are no fees or dues required to become a delegate, Democrats Abroad does not cover the cost of flights, hotels or incidentals for the national convention. We have provided a general estimate for your reference.

On Thursday, November 14th, Pete Buttigieg became the first presidential candidate to finalize filing to participate in the Democrats Abroad 2020 Global Presidential Primary.

  • Democrats Abroad allows same day registration for voters participating in the Global Presidential Primary 
  • Voters may register in-person or by signing up at https://www.democratsabroad.org/join
  • Eligibility: Voters must meet the following criteria to vote 
    • Be a member of Democrats Abroad
    • Be abroad and be a U.S. Citizen
    • Be 18 as of November 3, 2020
    • Not have voted, nor plan to vote, in any other 2020 state presidential primary
  • Voters abroad may also vote by downloading a ballot and emailing or postal mailing it to Democrats Abroad from February 18, 2020. Ballots must be received prior to 12:00 am Pacific Standard Time on March 11, 2020.
  • No proxy voting is permitted.

Our Voting Process for Delegate Candidates During the Regional and Global Conventions

During the 2020 Regional and Global Conventions, Democrats Abroad will use the following procedures to elect delegates to the Democrats Abroad delegation:

Each delegate position will be conducted as an independent election, with two rounds of voting per election.

In the first round of voting, all eligible delegate candidate names will appear on the ballot. Electors will have the opportunity to select the candidates they wish to vote for, sort their names by order of preference and submit their vote. 

Using Scottish Single Transfer tabulation, a form of Ranked Choice tabulation, Democrats Abroad will tabulate the ballots and determine the 6 top delegate candidates from that round. 

In the second round of voting, the top 6 delegate candidate names will appear on the ballot. Electors will have the opportunity to select the candidates they wish to vote for, sort their names by order of preference and submit their vote. 

Using Instant Run Off tabulation, a form of Ranked Choice tabulation, Democrats Abroad will tabulate the ballots and determine an individual winner from that round.
