Pesky Paper FPCA - New York loves its paper.
That paper FPCA, signed and dated, must be returned to the Local Election Office.
Emailing your FPCA will update your registration and should get you on the list to receive a blank ballot.
Whether or not you send in your paper/signed FPCA –
• On its own, by postal mail, or
• In the outer mailing envelope with your FWAB, or
• In the outer mailing envelope with your official ballot
A PAPER/SIGNED FPCA MUST BE SENT TO YOUR LEO FOR YOUR BALLOT TO COUNT
There is some concern, given the partisan state of US politics, that Republicans could try to contest overseas mail-in ballots. Should this come to pass, having a paper FPCA in the hands of the LEO might be an important factor in making sure a ballot is counted. Let’s not take that chance.
Suggestions:
This early on, you could use the next few weeks to send in a FWAB, Federal Write-in Absentee Ballot.
When you get your emailed ballot package on September 21, download it, print it, fill it in, put your printed FPCA in the mailing envelope and send it out on September 22. Use regular international mail. Do not use tracking. It slows the process down. You might be able to use the diplomatic pouch from your embassy or consulate. Please check with them about dates and procedures.
