Calling All DPCA Officers... to Vote On 2024 Delegate Selection Plan

 

We are excited to announce that the DPCA will be convening a Global Meeting on WebEx on

Saturday, April 22, 2023, at 08:00 AM Eastern ❖ Roll Call 07:30 AM Eastern ❖

The DPCA voting body will vote on the approval of the 2024 Delegate Selection Plan.

This meeting is open to all DA members. DPCA Voting Members—including Country Chairs, Country Vice Chairs, DPCA Voting Representatives, DNC members, and DPCA International Officers—are explicitly asked to attend.

During this meeting, we will also vote to confirm our 2023 Global Annual General Meeting dates and location

(announced as June 10-11, 2023, in Washington, D.C.).

We will also vote to confirm Leedonal "Jazz" Moore as DA International Secretary and to raify a waiver concerning the chairship of the 2023 Global Nominations & Elections Committee.

Meeting Purpose and Materials

The purpose of the April 22 DPCA Meeting is for the DPCA Voting Body to approve a final copy of our 2024 Delegate Selection Plan (DSP) as required by the Democratic National Committee. On April 22, we will also vote to confirm our 2023 Global Meeting dates and location (announced as June 10-11, 2023, in Washington, D.C.).
Please note that two new items will be added to the agenda:
  • Vote to confirm Leedonal “Jazz” Moore as International Secretary
Background: Following the resignation of Beth Landry as International Secretary in May 2022, the International ExCom appointed Leedonal “Jazz” Moore as Interim International Secretary in June 2022. Per Section 4.5 of the DA Charter, Jazz’s appointment is subject to confirmation by the DPCA Voting Body at its next meeting, which is this coming Saturday.
  • Vote to confirm waiver regarding the 2023 Global Nominations and Elections Committee Chair
Background: On April 4, 2023, and in consultation with the International ExCom, I appointed Ridah Sabouni to chair the 2023 Global Nominations and Elections Committee. It later became clear that Ridah, a former country chair now residing in the United States, could not serve on the NEC as he did not meet our current membership requirements. As such, the International ExCom passed a waiver at our April 17 meeting to allow Ridah to continue as NEC Chair until May 1, by when a replacement appointment must be made. To avoid leaving any room for doubt around the election process, we would like to ask this waiver to be ratified by the DPCA Voting Body on Saturday.
Our meeting will be facilitated by Robert’s Rules of Order (Recording of training session here) and by these suggested meeting rules.

Across the US and world, all 57 Democratic state parties are at work planning the 2024 presidential primary contest, specifically by developing a unique DSP. In a nutshell, the DSP is a binding document that defines how each state party will run their 2024 presidential primary and select delegates to send to the 2024 Democratic National Convention.
Each state party must submit a final DSP to the Democratic National Committee by May 3, 2023. Prior to that, there must be at least a 30-day public comment period, which Democrats Abroad began on March 6, 2023, and concluded on April 5, 2023. The final draft was distributed on April 15, 2023. Thank you to all who submitted feedback through the public comment form and/or at our town halls!

Proxy Information (Applicable to DPCA Voting Members)

The deadline to proxy was April 19, 2023. It is no longer possible to submit a regular proxy. However, if you need to leave the April 22 DPCA Meeting unexpectedly, you can request an “emergency” proxy as per Section 3.7(i) of the DA Charter. You will need to have been present for roll call and notify the International Secretary of your request.
