INSTRUCTIONS FOR THE BACKUP BALLOT (FEDERAL WRITE-IN BALLOT or FWAB)

FOR THE REGULAR ELECTION AND RUNOFF ELECTION - With special instructions for Fulton County Voters

TIP: YOUR RESPONSES MUCH MATCH THOSE ON YOUR BALLOT REQUEST FORM (FEDERAL POST CARD APPLICATION or FPCA).

If you have a copy of your FPCA form, keep it handy for reference.
If you submitted your FPCA using www.votefromabroad.org, the confirmation email includes a copy of your FPCA as an attachment.


1. GO TO: FVAP.GOV

  • Click on the red box: "Fill out the FWAB"

  • Scroll down to click "I Accept" for the Privacy Notice

  • Select "Georgia" on the map

  • Choose your Jurisdiction (County)

       


2. FILL IN THE FORM AS DIRECTED WITH YOUR PERSONAL INFORMATION.
YOUR RESPONSES MUCH MATCH THOSE ON YOUR BALLOT REQUEST FORM (the "FPCA").

  • Absentee Ballot Classification - this must be the same as you selected on your FPCA form
    If you are non-military, your choices were: intend to return, return uncertain, or never resided in the US

  • Do NOT select:  “I also request voter registration”
    It isn't necessary, your FPCA form covers this.

  • "Voting address" - the street address of your last residence in Georgia.

3. FOR FULTON COUNTY VOTERS: UNDER “ADDITIONAL INFORMATION,YOU MAY WISH TO ADD THE FOLLOWING TEXT:

Despite properly submitting to Fulton County an FPCA on [INSERT DATE] and resubmitting my FPCA to Fulton County on [INSERT DATE], I still have not received my ballot. Therefore, I am sending in this Federal Write-in Absentee Ballot (a "FWAB"), a right that is provided to me as an overseas citizen under Federal Law.”      


4. AFTER PROVIDING YOUR INFORMATION, SELECT THE BALLOT FOR "GENERAL ELECTION - November 8, 2022":

       


5. YOUR CANDIDATES FOR US SENATE AND US HOUSE OF REPRESENTATIVES WILL BE LISTED - Choose 1 for each office:

  • If you're a "return uncertain" or "never resided" voter, you are only eligible to vote in these federal elections (for US Senate and US House). Please go to Step 7.

  • If you're an "intend to return" voter, you may also vote in state elections, such as for governor. But you'll have to write in the state offices and your candidate choice. Please go to Step 6 for detailed instructions:

       


6. TO VOTE IN STATE RACES AS AN “INTEND TO RETURN” VOTER:

  • Use the GA Portal to find your sample ballot listing the state offices in your jurisdiction: https://mvp.sos.ga.gov/s
    Another option to find your sample ballot: https://ballotpedia.org/Sample_Ballot_Lookup

  • Go to the “Write in Candidates” section and type in all of the state offices and ballot measures you wish to vote in (we recommend you vote in all of them!)

    You can write in either the name of your candidate or just list "Democrat." Here's an example:





7. AFTER YOUR CONFIRM YOUR CANDIDATE SELECTION AND YOUR INFORMATION, DOWNLOAD YOUR FWAB PDF PACKAGE:

  • Click the red button: "Download PDF Package"

  • The PDF Package provides these materials for you to download and print out:

    • Your Backup Ballot (FWAB) with your choices listed
    • Your Voter Declaration/Affirmation
    • Georgia-specific instructions for signing and submitting your Backup Ballot (FWAB) materials
    • Mailing instructions

  • If you wish, you may also download templates for your envelopes ("Step 2: Get Your Envelopes to Return Your FWAB Package by Mail.") However, these templates aren't required and most people find it easier to prepare their envelopes by hand.

    You can also download a "US Mail postage paid " template, but it only provides paid postage in the US Mail and US Military Mail (it is too late to use the US Embassy's diplomatic pouch to return your ballot). The template will not cover postage in your country's postal system.

8. PREPARE A 2nd BACK-UP BALLOT (FWAB) FOR THE “RANKED CHOICE” SENATE RUN-OFF BALLOT (THIS ONLY INVOLVES THE SENATE RACE).

In the event of a Runoff Election, scheduled for December 6, 2022, you most likely won't have time to receive and mail back the Runoff Ballot. Instead, a new Georgia law provides that you can submit a Runoff Ballot at the same time as your regular ballot, and list your choices in rank order. Here's what to do:

  • Repeat Steps 1 to 4 above.
    Make sure your responses are the same as before!

  • When you get to Step 5: You don't choose the candidates again. Instead, scroll down to “Write in Candidates” and rank the candidates in your order of preference. You do not need to rank all the candidates. 

    Here's an example:


  • When finished, continue to Steps 7 and 8 to confirm your choices and download the 2nd PDF Package.

    Then continue to Step 9 for preparing your ballots for mailing back to Georgia.

9. MAILING YOUR BACKUP BALLOTS (FWABs):

TIP: Both the General Election Backup Ballot and the Runoff Backup Ballot must be sealed in a separate security envelopes. And they each must have a completed and signed Voter Information Sheet. But the envelopes for the General Election Backup Ballot and the Ranked Choice Backup Ballot may be mailed in a single outer mailing envelope.

  • Print out the materials in both PDF packages. You may use any size paper and you may reduce the printing size to fit your paper.
    You should have:

    • A General Election Backup Ballot
    • A Runoff Election Backup Ballot
    • 2 Voter Declaration/Affirmation pages
    • Instructions to Election Officials

  • Put your printed General Election Backup ballot in a privacy envelope (if not using the template, use a plain, unmarked envelope).
    Seal the envelope and write “Official Overseas/ Military General Election Absentee Ballot” on the outside
    .

  • Put your printed Runoff Election Backup ballot in a SEPARATE privacy envelope (if not using the template, use a plain, unmarked envelope).
    Seal the envelope and write “Official Overseas/Military General Election Run-off Absentee Ballot” on the outside.

  • Ensure that BOTH of the Voter Declaration/Affirmation pages are signed and dated.
    A separate Voter Declaration must be sent back with each of your ballots.

  • In the a larger OUTER Carrier Envelope, place: Place the TWO Voter Declarations and the TWO sealed Privacy Envelopes (containing each of the ballots) and the "Instructions to Election Officals" (1 copy is sufficient) into a larger OUTER Carrier Envelope.

    Seal the outer Carrier Envelope. If you're not using the template, write on the outside of the Carrier Envelope:

    • Official Absentee Ballot/Run-off Ballot."
      Include the full address of your Election Office, including "USA."
      The address will be on the Instructions that downloaded with your PDF package.

    • In the upper left side, provide your return (non-US) address.
      Under the return address information, write: "Ballots Enclosed for 11/22 & 12/22 Elections"

  • ADD sufficient postage to return your ballot to Georgia from your country.
    Be sure your ballot is postmarked by ELECTION DAY and will be received within 3 days following the election, or it will not be counted.
