Vote from the Americas in the 2022 Midterms!
This is a midterm election year — all 435 seats in the House of Representatives, 35 of the 100 Senate seats, and 39 gubernatorial seats are up for grabs in November. U.S. citizens have the right to vote in primary and general elections, no matter where in the world they live! If you're a U.S. citizen, dual-national, or will be 18 on November 8, 2022, you have the right to vote from abroad in US elections — including in the November 2022 midterms!
As a U.S. citizen, you can register to vote from abroad while living, working, or traveling overseas by submitting one form — the Federal Post Card Application (FPCA). It doesn't matter if you were registered to vote before you left the U.S., how long you’ve lived outside the U.S., or if you've never resided in the U.S. at all. You have the right to vote!
The U.S. State Department recommends, “all U.S. citizens living abroad complete and submit a new Federal Post Card Application (FPCA) annually, to ensure you remain on your state’s voter rolls and to ensure your local election office has your up-to-date contact information.” Vote From Abroad provides all the information, forms, and support help in one place to make voting easy!

1. Registering to vote and requesting your ballot for the 2022 midterm elections
The first step is to request your ballot, and if need be, register to vote from abroad. You should do this every election year to ensure you remain on your state’s overseas voter rolls and to ensure your local election office has your up-to-date contact information. It’s important to register as an absentee voter from abroad because the ballots of US citizens voting from abroad have special protections and are different from the standard absentee ballot.
Go to votefromabroad.org to fill out your Federal Post Card Application (FPCA) absentee ballot request — it takes 5-10 minutes! If you're not registered to vote, the FPCA also serves as a voter registration form. Choose the option to receive ballots by email.
The second step is to submit the FPCA absentee ballot request form to your local election office in the United States. Most states allow you to submit your FPCA directly from votefromabroad.org without the need to print it out. But some states require that you submit your completed form by email attachment, fax, or postal mail. State deadlines and submission methods can be found here.

2. Confirming your request has been accepted ✅After submitting your FPCA absentee ballot request form, call or email your Local Election Official (LEO) to confirm they have received it and will be sending your ballot. Your LEO's contact information is listed in the instructions generated when you fill out your FPCA form at Vote from Abroad. You can also look up their contact info here.
Most states provide a website where you can verify your voter status. To find your state's website, click here and scroll down to “Where Is My Ballot?"
3. Receiving your ballot 📬
Your overseas absentee ballot is not your standard absentee ballot back home! Thanks to the MOVE Act, all states must send FPCA-requested absentee ballots to overseas voters no later than 45 days before a federal election — this year that’s September 24, 2022.
And, if requested, all states must send overseas voters their ballot by email.
You don't need to wait for ballots to arrive on September 24. If you're worried your ballot won't arrive on time, send in a Backup Ballot NOW. The Backup Ballot (Federal Write-in Absentee Ballot or FWAB) is specifically for overseas voters who are concerned they won't receive their official ballot in time to return it by the deadline. 4. Your ballot hasn’t arrived? 📭
Check your spam folder. Still no ballot? Contact your local election official here and confirm they’ve sent your ballot to you. Go to votefromabroad.org if you need to send in a new FPCA absentee ballot request form.
If you haven’t received your ballot by October 1 and your state requires postal mail return, we recommend you send in a Backup Ballot to make sure your vote gets to your state in time. All details about the Backup Ballot can be found here.
5. Voting your ballot 🗳️
It’s easy to get informed about candidates, ballot initiatives, and judicial candidates and important to vote your ballot completely. State and local races are critical in 2022!
The simplest way is to vote for Democrats straight down the ballot. Some elected positions do not list a party affiliation, like school boards, judges, and others. To determine who to vote for in those cases, you can do the following:
- Google your county's local Democratic Party
- Go to the League of Women Voters personalized ballot service
- Go to Ballotpedia - Example: google “Ballotpedia Arizona elections 2022”
- Google the candidate's name to find their campaign website

➡ International Postal Service:
If your state requires postal mail ballot return, one option is to use express international mail from your country's postal service. Please remember mail service can be slow and send your ballot as soon as possible!
You should – and some states require you – to ask for a postmark or date stamp to be placed on the outer envelope. Find out your state’s requirements here.
➡ The U.S. Embassy/Consulate diplomatic pouch: The U.S. Consulate requests that ballots sent by the diplomatic post be dropped off no later than four weeks before the ballot due date. You will need to place your ballots in a U.S. postage paid return envelopes (usually provided with your ballot) or in envelopes bearing sufficient U.S. postage. You can download a free U.S. postage-paid return envelope template at FVAP.gov.
Please be aware that using the diplomatic pouch does not mean your ballot will arrive faster. It can take up to four weeks for the mail to reach its final destination. Use a Back-up Ballot to make the diplomatic pouch deadline if your regular ballot hasn’t arrived. Find out more here.
Find the U.S. Embassy or Consulate nearest you, plus specific drop off details, on your country's DA website: From the Americas Homepage, click at the top on Countries - Americas - Country Name in the drop down menu. "How to Vote from (YOUR COUNTRY)" will be directly on your country's landing page or click the button at the top to take you there.
If your country does not have an established DA Country Committee and is therefore not listed, email the Americas Non-Country Committee GOTV Coordinator for Embassy and Consulate info for your country at: [email protected].
Note that Belize, El Salvador, and Uruguay, while not official country committees, each have a facebook page where you can find your "How to Vote from XX" information: Go to Democrats Abroad Belize, Democrats Abroad El Salvador, or Democrats Abroad Uruguay on Facebook.

If your state requires postal mail ballot return, the quickest option is to use a courier service.
Democrats Abroad is working to arrange with DHL a discount for ballots to be returned to the U.S. We'll share the specific details here as soon as they've been set. Stay tuned!
Even with expedited courier services though, ballots still take several days to get to the United States. Please send your ballot as soon as possible! Do not wait! You should – and some states require you – ask for a postmark or date stamp to be placed on the outer envelope. Find out your state’s requirements here. We do not recommend booking or paying online with any courier service. You will not receive a postmark if you book or pay online.

7. Checking twice to prevent mistakes 👀
When filling out and packaging your ballot, don't forget to review the instructions carefully. Don't let human error spoil your ballot!
Regardless of how you send in your ballot, remember that you – the voter – must be the one who places it “in the mail.” In some states, it is unlawful for any other person to handle your voted ballot, even if it is sealed. Unsure? Find out your state’s requirements here.
8. Confirming your ballot's arrival at your local election office in the United States ✓✓
Once you've sent your ballot, follow up with your local election official to make sure that it arrived and will be counted. Please do not just assume that your ballot has made it!
The easiest way to ensure your ballot has arrived is to go to "Track Your Ballot" on your state’s website. You can also look up your local election office's contact details here and contact them directly. They may be experiencing a high volume of calls, so you may need to be persistent to get through to someone.

DHL cannot send to a P.O. Box! Be sure to confirm a street address with your local election official if a P.O. Box is the return address on your ballot.

Confirming your request has been accepted ✅After submitting your FPCA absentee ballot request form, call or email your Local Election Official (LEO) to confirm they have received it and will be sending your ballot. Your LEO's contact information is listed in the instructions generated when you fill out your FPCA form at Vote from Abroad. You can also look up their contact info here.
Most states provide a website where you can verify your voter status. To find your state's website, click here and scroll down to “Where Is My Ballot?"
3. Receiving your ballot 📬
Your overseas absentee ballot is not your standard absentee ballot back home! Thanks to the MOVE Act, all states must send FPCA-requested absentee ballots to overseas voters no later than 45 days before a federal election — this year that’s September 24, 2022.
And, if requested, all states must send overseas voters their ballot by email.
You don't need to wait for ballots to arrive on September 24. If you're worried your ballot won't arrive on time, send in a Backup Ballot NOW. The Backup Ballot (Federal Write-in Absentee Ballot or FWAB) is specifically for overseas voters who are concerned they won't receive their official ballot in time to return it by the deadline. All details about the Backup Ballot can be found here.
4. Your ballot hasn’t arrived? 📭
Check your spam folder. Still no ballot? Contact your local election official here and confirm they’ve sent your ballot to you. Go to votefromabroad.org if you need to send in a new FPCA absentee ballot request form.
If you haven’t received your ballot by October 1 and your state requires postal mail return, we recommend you send in a Backup Ballot to make sure your vote gets to your state in time. All details about the Backup Ballot can be found here.
5. Voting your ballot 🗳️
It’s easy to get informed about candidates, ballot initiatives, and judicial candidates and important to vote your ballot completely. State and local races are critical in 2022!
The simplest way is to vote for Democrats straight down the ballot. Some elected positions do not list a party affiliation, like school boards, judges, and others. To determine who to vote for in those cases, you can do the following:
- Google your county's local Democratic Party
- Go to the League of Women Voters personalized ballot service
- Go to Ballotpedia - Example: google “Ballotpedia Arizona elections 2022”
- Google the candidate's name to find their campaign website
6. There are lots of ways to return your ballot!

If your state requires postal mail ballot return, one option is to use express international mail from the Austrian Postal Service. Please remember mail service can be slow and send your ballot as soon as possible!
You should – and some states require you – to ask for a postmark or date stamp (Zeitstempel) to be placed on the outer envelope. Find out your state’s requirements here.

As of October 8, it is now too late to use the US Embassy pouch service! Use the DHL code USA20 for a 20% discount.
The U.S. Consulate in Austria requests that ballots sent by the diplomatic post be dropped off no later than four weeks before the ballot due date. You will need to place your ballots in a U.S. postage paid return envelopes (usually provided with your ballot) or in envelopes bearing sufficient U.S. postage. You can download a free U.S. postage-paid return envelope template at FVAP.gov.
Please be aware that using the diplomatic pouch does not mean your ballot will arrive faster. It can take up to four weeks for the mail to reach its final destination. Use a Back-up Ballot to make the diplomatic pouch deadline if your regular ballot hasn’t arrived. Find out more here.

If your state requires postal mail ballot return, the quickest option is to use a courier service.
DA Austria is working to arrange with DHL a discount for ballots to be returned to the U.S. We'll share the specific details here as soon as they've been set. Stay tuned!
Even with expedited courier services though, ballots still take several days to get to the United States. Please send your ballot as soon as possible! Do not wait! You should – and some states require you – ask for a postmark or date stamp (Zeitstempel) to be placed on the outer envelope. Find out your state’s requirements here. We do not recommend booking or paying online with any courier service. You will not receive a postmark if you book or pay online.
DHL is offering a discount to send mail (including your ballot) from Austria to the US. The discount is available from Sept. 15 to Nov. 30, 2022. Packages can be sent from DHL Express Flagship Stores and Service Points.
DHL cannot send to a P.O. Box! Be sure to confirm a street address with your local election official if a P.O. Box is the return address on your ballot.

7. Checking twice to prevent mistakes 👀
When filling out and packaging your ballot, don't forget to review the instructions carefully. Don't let human error spoil your ballot!
Regardless of how you send in your ballot, remember that you – the voter – must be the one who places it “in the mail.” In some states, it is unlawful for any other person to handle your voted ballot, even if it is sealed. Unsure? Find out your state’s requirements here.
8. Confirming your ballot's arrival at your local election office in the United States ✓✓
Once you've sent your ballot, follow up with your local election official to make sure that it arrived and will be counted. Please do not just assume that your ballot has made it!
The easiest way to ensure your ballot has arrived is to go to "Track Your Ballot" on your state’s website. You can also look up your local election office's contact details here and contact them directly. They may be experiencing a high volume of calls, so you may need to be persistent to get through to someone.

Message from the Chair
Leading up to our Independence Day Celebration in Vienna, I heard from a number of people who wanted to sit this July 4th out. They told me they thought there was nothing to celebrate about America. The Supreme Court decisions overturning Roe v Wade, the ruling limiting the EPA’s power to combat climate change, the seemingly weekly news of mass shootings - now even at a July 4th Parade - are tragedies that leave us little to celebrate.
However, it is my hope that we can channel our emotions - our sadness, anger, frustation - to take action. For Democrats Abroad, that means ensuring every one of our 200,000 plus members requests their ballot and votes in the mid-term elections. We have a ways to go. As of today, only 18% of our members have requested their ballot at our VFA website, and only 17% of our members in Austria.
What can you do? If you have not done so already, please request your ballot at VoteFromAbroad.org. Also, please volunteer with Democrats Abroad Austria, including perhaps joining our phone banking team. DA Global is launching important calling campaigns in August to call overseas Americans who vote in battleground states. Please consider joining us! It is both fun and rewarding work helping voters to request their ballot. The overseas vote was the margin of victory in key races in 2020 and 2021.

We Can & Must Fight Back
The Supreme Court’s decision to overturn Roe v. Wade is an abhorrent and unprecedented assault on our fundamental human rights. Today is a dark day, a hard day in American history.
Stripped of protections and freedoms the past 50 years had granted us, we now confront a new, grim reality where our health, marriages, and basic bodily autonomy are on the chopping block. Make no mistake: the radical Republican Party has no intention of stopping with Roe.
We can and we must fight back. We must show up to the polls this November — and make sure that every single American we know has a plan to vote, too.
In this moment of despair, let us not forget that the power still resides with us – and that the overwhelming majority of Americans support the freedoms Roe upheld. A net gain of only two more U.S. Senators will allow for abortion rights to be codified at the federal level. The America we want, need, and deserve is within reach, and Democrats Abroad is committed to making it a reality.
We still have each other — and our resolve to fight for our basic rights. Let’s do this.

Innsbruck Consular Services – July 18-19
Attention U.S. citizens in western Austria! A Consular Team from U.S. Embassy Vienna will be visiting Innsbruck, Monday July 18 - Tuesday, July 19, 2022. We are offering LIMITED appointments for applicants who must appear in-person for services such as Consular Report of Birth Abroad (CRBA), passport renewals for children under 16, and replacement of a lost or stolen passport (DS-11 applications), and emergency notary services. The turnaround time for passports and CRBAs is about 2 weeks.
If you are interested in Innsbruck services, please send a detailed email to [email protected] and include the names and Dates of Birth of all applicants and attendees, contact information, and what service(s) you require.
Due to the high demand and limited appointment slots, we will not be able to accept all requests. If your case is selected, we will send you a follow-up email with the exact time, date and location for your Innsbruck appointment.
Innsbruck applicants must arrive fully prepared with all required application forms, supporting documentation, photocopies and self-addressed stamped envelope. We are only able to accept payment in Euros (exact change only).

Dialing for Democracy Results
The D4D 48 hour around-the-world fundraiser Call-a-thon which took place over the weekend of June 25-26 was a great success!
Thanks to the time and amazing effort spent by DA volunteers during Dialing for Democracy, together 72 callers from 21 countries on four continents and in all three regions made 5771 calls!
And 24 donors raised more than $2400 to help Democrats Abroad to get out the overseas vote.
Working together on actions like D4D shows DA volunteers are a force to be reckoned with when we set our minds to it. The surge of calls over the weekend was 4-5 times our recent daily call averages and it is truly important to get to these battleground state voters now, as our callers know from hearing members eagerness to vote and their need to be reminded!
DA Austria led the way in the number of contributions given from any one country with nine unique donations raising $670 dollars — thank you donors for your generosity!
Four DA-AT callers (the sixth from 21 CCs participating ) made 323 calls, the fourth highest – only behind Germany, United Kingdom, Canada, and Mexico – once again swinging above our weight! Thank you callers!

Fourth of July Party
Thanks to everyone who attended our Fourth of July event in the Prater! We had live music from the band “Rage Against the Voting Machines” and your chair and vice chair, Richard and Faith, performed the VoteFromAbroad.org Rap (stay tuned for the music video). Congratulations to our raffle winners. The event was a fundraiser for DA Global’s get-out-of-the-vote efforts, including funding upcoming calling campaigns. Message from the Chair
Everything is on the line: that’s the slogan we came up with for our June newletter. During 2020, we knew Trump was a threat to our democracy. But the threat is as real as ever.
At our DA Global Annual General meeting last month, guest speaker Senator Cory Booker of NJ spoke of a “real crisis in our country.”
“We are seeing the rolling back of rights, from voting rights to the sanctity of the dominion over your own body. We see threats to our democracy in ways we have not seen,” Sen. Booker said.
He told the story of driving out into Hurricane Sandy in 2012 when he was mayor of Newark. An elderly man in a rain slicker was standing out in the storm with a flood light alterting traffic to avoid downed powerlines. Booker rolled down his window and asked the man what he was doing out in the storm, and he replied, “I’m standing out here to make sure no one gets hurt.”
Booker said he has spoken both to the president and governor that night, “but the greatness I saw best exhibited that night was the man on a hill, in dark of night, in a savage storm, looking out for other people.” Then, addressing members of DA, he said, “And in many way I see you all out there in that same spirit, and what you are doing here, standing on hill in a storm, standing together to defend and protect, and it means a lot and it makes a difference.”
Let us all do our part in these next months to not only retain Congress, but increase our majority. Let’s believe it is possible. You can do so by making sure you and every overseas American you know requests their ballot to vote. Indeed, everything is on the line.

Why We Haven’t Stopped Mass Shootings
Frustrated that legislation to stem America’s gun epidemic is going nowhere? How could Democrats fail so miserably despite the momentum gathered after school shootings in the 2010s?
Solidarity Sundays probed this Gordian knot in the wake of January 6, 2021. Frank Smyth, award-winning investigative journalist and author of “The NRA: The Unauthorized History,” explained a year ago that gun control advocates misunderstand their opponents and what motivates America’s gun rights movement. What’s stopping reform at this point “is neither the gun lobby’s nor the gun industry’s money. It’s the ideology, stupid” – and it’s high time for progressives to challenge it.

Hi Austrian Democrats Abroad,
Some of you may know me from our last annual meeting - I wanted to take a second to introduce myself! My name is Sarah and I was raised in Vienna as a dual citizen. I’m 30 years old and have been involved with Young Dems Abroad for close to ten years. This year it’s my turn to make an impact as Youth Caucus leader.
So we’re reinstating regular in-person Young Dems meetups after a two-year hiatus, and our first meetup is this Tuesday at Pizza Bussi Ciao, where the vibes are good and the pizza is better. My goal is to build a network of young Americans living in Vienna, and all are welcome to join.

Austria Calling Campaign Concludes
A big ‘thank you’ to all our phone bankers who made our May calling campaign a success. We called nearly 1,000 of our members in Austria, speaking to 359 (34%) of you, leaving 319 (30%) messages, and sending nearly all of you a text message. Our question: did you request your ballot yet? Many did, but those who had not thanked us for the reminder to go to VoteFromAbroad.org. Thanks to everyone who picked up or called back! Battleground States Call Campaigns
Austria has finished calling our members living is Austria, but there are still thousands of DA members who vote in critical battleground states to be called. We need your help to reach them!
You can only vote once, but calling multiplies your vote and amplifies your voice and helps and empowers others to cast their one vote. In 2020, DA callers made over 600,000 calls! And we needed every one to win the House, the Senate and Georgia Runoffs, and the Presidency.

Your Vote is Your Voice
One of the DA’s core activities is to help Americans to register and return their ballots. The non-partisan Vote from Abroad website has up-to-date information so voters are best informed about their state’s regulations and deadlines. There is also a voter protection team that works with local election officers and state secretarys to solve issues that disenfranchise overseas voters.
Every election cycle we hear from overseas Americans and dual citizens who say they didn’t know they had the right to vote in federal and even state elections. Help us spread the word among your family, friends, and colleagues. And if there are Americans on your sport’s team, club, school, or place of worship, we’re happy to come by and help get them registered – regardless of their party affiliation. Democrats Abroad Holds 2022 Global Annual General Meeting
DA leaders from around the world gathered virtually on the weekend of May 21–22 for our Annual General Meeting, getting inspired and sharing best practices to get out of the vote for the upcoming midterm elections.
As DNC Chairman Jaime Harrison told us, “Eighty-one million of us, domestically and abroad, stood up in the face of hate and bigotry in 2020–now let’s step it up again for the midterms.”
DA Austria has three voting representatives who participated in the meeting: Richard Miller, chair, Faith Herbold, vice-chair, and Marcy Fowler, secretary and DPCA voting representative.
Besides Harrison, we heard from DNC Deputy Executive Director Roger Lau and Senator Cory Booker of New Jersey. We also gained ideas and inspiration from DA leaders about how they are mobilizing overseas voters. We got a tour of our soon-to-be-launched new DA website (thanks to many generous donations we're just shy of our target) and learned how battleground state teams are working to rally and support Americans abroad. We also welcomed DA Caribbean Islands, as DA’s newest country committee and the first-ever transnational committee!
We passed the following six resolutions:

At some points, there were about 190 people on the call, some of them waking up in the middle of the night or staying up to the early hours of morning to attend. Next year, the meeting is expected to be in person in Washington, DC.

Message from the International Chair and Global Women's Caucus Chair –
The Supreme Court’s draft opinion to overturn Roe v. Wade, leaked by Politico, makes unmistakably clear what the Republican agenda is: an unprecedented assault on women and families in the United States.
For more than a generation, the right to reproductive freedom has been the law of the land. When a far-right administration took office in 2016, we knew that this right was in grave danger. Fast forward to 2022, and we now have three more ultra-conservative, anti-choice justices on the Supreme Court. The looming fate of Roe is the direct consequence of the 2016 election.
That many of us saw this coming does not make the blow less painful or severe. But we can fight back. 2022 is also a decisive election year. Together we must put in place both federal and state legislatures that fairly represent the will of the majority. This cannot wait.
Let us not forget in this dark moment that we have the power to elect legislators who will respect the law of the land and the will of the people this November. We must wield it. 34 US Senate seats, all 435 U.S. Representative seats, 46 state legislatures, and 36 state governorships are on the ballot. These are the offices that will determine access to abortion and reproductive health care in the absence of Roe.
REQUEST YOUR BALLOT FOR 2022
What you feel right now—do not forget it. Instead, resolve to turn this moment into collective action. Ways to fight back can be found in this statement from DA's Global Women's Caucus.

Anyone Seen My Constitutional Right to Privacy?
We're all well versed in the leaked US Supreme Court opinion gutting Roe vs. Wade and the imminent threat to reproductive and other civil rights. The Court has wiped out "super precedent" before — but it was to add civil rights, not to take them back.
There are no easy answers, no quick fixes. Some expect the decision to galvanize voters ahead of the midterm elections. They hope that traditional midterm dynamics — swing voters moving away from the party in power and higher enthusiasm of the out-party's base — will be upended. That Republicans are focusing on the ruling's leak and not its substance suggests they are worried about this.
It's too early to say how the politics will play out. So let's cut to the chase: the politics are up to us. Where can we be most effective in the next six months?
The Senate: Majority Leader Schumer wants to codify abortion protections into law. Unfortunately, the legislation will be subject to filibuster, and there are only 49 Democratic co-sponsors of the bill — Senator Manchin is a holdout. So what can we do? Double down on expanding our majority in November — reelect our incumbents, and for those voting in Wisconsin, Pennsylvania, and elsewhere — you need to elect Democratic senators.
The States: since we can no longer count on the federal government or courts to protect abortion, this fall's most meaningful races will be down-ballot races. Reproductive and voting rights will be decided state-by-state, along the lines of state legislative control. And it takes only a few hundred votes to flip a state chamber.
Think about that. A few hundred votes. We can do that.
The day the actual decision is released, abortion will be illegal across 22 states where Republicans hold governing majorities.
But in Arizona, the GOP holds a single vote majority; in Michigan, they have only three-seat majorities in both state Senate and House. These, and several other state legislatures, are flippable. Without Manchin, without changing the filibuster, we can protect access to abortion for millions of people.

Also, you can make as many or as few as you like and when it fits your schedule. A big thank you to everyone who helped make our Annual General Meeting run so smoothly. It was so exciting to meet many members for the first time in person.
I think a benchmark of success for the meeting was that several people signed up to be phone bankers and others are interested in becoming sustaining donors. A goal of the AGM was to motivate everyone to get out of the vote and ensure that 2022 is not a sleeper year. Taxation Task Force
The Democrats Abroad Global Taxation Task Force is working to provide tax relief for Americans living abroad. As a member of DA in Austria, I am working with them because of my frustration every spring for the past 40+ years when I am required to file US taxes. The US is the only country other than Eritrea that has citizen-based taxation rather than residence-based taxation. My frustration has grown due to the FBAR (Foreign Bank and Financial Accounts) and FATCA (Foreign Account Tax Compliance Act) laws which put restrictions on investments allowed to US citizens overseas. The issue is not the reporting, which WE have to do, but what the banks are required to do. Many banks in Austria will not even accept a US citizen as a client at all, particularly with an investment portfolio. We are also not allowed to invest in mutual funds/ETFs outside the US without filing a complicated form each year on each one. The Tax Force is working with legislators to try to get changes in the laws to make our lives easier. It does not provide individual tax advice. Major issues the tax force are working on are:
- A switch to Residency-Based Taxation
- Elimination of FATCA reporting for the financial accounts in the country of residence of Americans abroad
- Exemption from the transition taxes for Americans abroad who own small- to medium- sized businesses
- Reforms to FBAR reporting and implementation
- An accessible and affordable renunciation solution for Accidental Americans
- Supporting the newly formed Seniors Caucus on repealing the Social Security Windfall Elimination Provision and Medicare portability

DA Austria 2022 Annual General Meeting
Many thanks to everyone who attended the 2022 AGM! Around 40 people joined the meeting, either in-person or via Zoom. Special thanks to our International Chair, Candice Kerestan, for coming to Vienna to offer a broader view of the work of Democrats Abroad and rally us ahead of the midterm elections. Congratulations to Marcy Fowler, our DA Austria secretary, who was elected as our third DPCA voting representative, and to Harold Otto and Bruce Murray who were elected as our auditors. Harold and Bruce signed off on our financial statements and commended our treasurer, Diego Heatherman, and Marcy (our former treasurer) for the financial bookkeeping.
The AGM included a recap of our 2022 goals: ramp up our GOTV efforts, boost membership, recruit active volunteers and caucus leaders, and fundraise to support DA Austria and DA Global to get out the vote. Some ways you can help include becoming a sustaining donor for DA Global or DA Austria, joining our phone banking team, helping at our upcoming voter registration tables, or organizing an event! Finally, the meeting wrapped up with a phone banking demonstration by Yvonne Richard and Tanja Lolonis and a rap performance by DA Austria Chair, aka, ‘Rap Meister Rich’ of the new VoteFromAbroad Rap. Stay tuned for more opportunities to participate.
DA Austria Member Survey 2022
Sixty of you filled out our DA Austria membership survey, which will help us with some strategic decisions going forward. Here are some of the key findings:
The top three issues for DA Austria members are climate change and environmental protection (91%), voting rights and election integrity (81%), and foreign policy and diplomacy (79%).
The top five sources of information are Der Standard – New York Times (30%), FM4 Radio (24%), Metropole (20%), The Local (18%) and Vienna Würstelstand (15%).
Asked what challenges members face voting abroad, fortunately, most said no challenges (46%), but many reported difficulties with mailing/postal issues (42%) and others reported state legislative changes affecting their ability to vote (15%). Asked what DA activities people appreciated most, members said the monthly DA newsletter (57%), social events (45%), and GOTV efforts (40%).

We’ve all been immersed in the tragedy unfolding the last two weeks in Ukraine. Some Americans attended recent demonstrations in Vienna against the war, raising their voices on behalf of many of us. What stands out for me is the heroism of the Ukrainian people, men and women willing to stand in defense of their freedom and democracy. It makes me think of the threats to our own democracy in the United States, the ongoing efforts to disenfranchise voters and make it harder for people to carry out that very basic freedom to vote and have a voice in our government. People are literally fighting for their democracy, while some Republicans in the United States try to keep in power by erecting barriers to voting. Our democracy is precious and we have to keep fighting to preserve it. Exercise your freedom and right to vote. The first step is to request your ballot at votefromabroad.org.

Midterm Election News:
Are you an Ohio Voter?
The maps for Ohio’s new Congressional and state legislative districts are still before the Ohio Supreme Court. So the final shape of the districts, and the candidates running in them, are still unknown. But Ohio is going forward with the May 3 Primary election anyway.
Overseas ballots must go out by March 18, and the Dept of Defense denied Ohio’s request for an extension. Democrats Abroad is continuing to monitor the situation closely and we’ll let Ohio voters know of any changes.
But the message to Ohio voters is the same: Send in their registration/ballot request forms now, request your ballot be sent by email, look for your ballot coming on March 18, and mail back your voted ballots right away!

Message from the Vice Chair
As we reflect and observe the many accomplishments and contributions of African Americans throughout American history, we recognize that there are still challenges ahead. From voter suppression to the failed passage of the John Lewis Voting Rights Act, African American voters like myself are feeling marginalized, disappointed and just plain old tired. In this moment of discouragement, I encourage everyone to look to our ancestors to lead the way. One lesser known civil rights activist was James Howard Meredith. James Meredith was the first African American to attend the University of Mississippi in 1962. Despite repeated attempts to stop him from attending, Meredith persisted and graduated with a degree in political science. In 1966, he began his March Against Fear, where he attempted to walk from Memphis, Tennessee to Jackson, Mississippi to promote black voter registration. On the second day of his walk, he was shot and injured by an unknown sniper. Other civil rights leaders, including Stokely Carmichael and Martin Luther King Jr. marched in his stead. Meredith recovered and found the strength to complete the last leg of the march.
As we prepare for this challenging year of getting out the vote, I encourage you to gather your strength not only from James Meredith, but also from Shirley Chisholm, Medgar Evers, Fannie Lou Hamer and John Lewis.

It’s a new year and one thing you can resolve to do—and tick off right away—is to request your ballot now for the 2022 primaries and midterm elections at www.votefromabroad.org. Informing overseas voters about their right to vote and the legal requirement to request a ballot each calendar year is one of the most important things we do as volunteers at Democrats Abroad. Please don’t delay. That way, when our phone bank volunteers call you later this year, you can proudly say, “Yes. I requested my ballot back in January!”
On January 15, we mark International Voter Registration Day! Mark your calendar and be sure to go to www.votefromabroad.org and (re-)register. Spread the word to other Americans you know and share our Facebook posts on that day. Our goal is that all DA Austria members request their ballots so they are ready to vote!

In Memory of Gregory Blackley
It is with great sadness that we announce the recent passing of a beloved community member, Mr. Gregory Blackley. A dear friend to many, Gregg, also known as Mr. B to his students at the American International School, was an enthusiastic communicator who treasured a good laugh. As a gay Black male elder, his influence extended well beyond his professional and community roles. Gregg was an active contributor to the efforts of Democrats Abroad over several years. He will be dearly missed by his family in the United States and friends here in Vienna. Rest in Peace and Power, Gregory Blackley.

Vote in the Texas Primary Election – March 1, 2022
On March 1, 2022, Texas is holding its primary to choose the Democratic candidate to represent you in the US House of Representatives. Help choose the Democratic candidates who will be on the ballot for the general election on November 8, 2022!
And you may also be able to vote to choose the Democratic candidates for Governor, Lt Governor, other state offices, and your representatives to the Texas state legislature. It depends on the category you choose when you register to vote and request your ballot:

If you "intend to return": You are eligible to vote in Texas state elections.
You don't have to have a set date of return and it doesn't have to be within a set time frame, but you do need to have an intention to return at some time in the future.
- If your “return is uncertain”: You won’t be eligible to vote in Texas state elections, but you can still vote in the federal election for the US House.
State elections are hugely important! State government is responsible for voting, and state policies regarding climate change, education, health insurance, net neutrality, student loans, and more affect us no matter where we go around the world.
Let’s Get Ready to Register!!
We are hitting the ground running and want to register as many voters overseas as possible. Please help us reach OUR YOUNG PEOPLE. Dates for voter registration tables at universities and high schools are being scheduled now.
YOUR HELP: Please share organizations and groups—sports teams, clubs, etc— that may be interested in having a voter registration table at their events or get in touch if you would like to volunteer at an event.

New Year, New Elections! Request Your Ballot NOW for 2022!As we enter the new year, Democrats Abroad would like to remind you to (re-)register to vote and request your ballot NOW for 2022 elections at www.votefromabroad.org.
Even if you’ve voted from abroad in the past, we urge all overseas voters to (re-)register and request a ballot at the start of each calendar year. Republicans love to purge voters like you and me from the voter rolls—don’t let this happen to you in such a critical election year!
34 U.S. Senate seats, all 435 U.S. Representative seats, 46 state legislatures, and 36 state governorships are up for grabs in November 2022. From voting rights to climate protection to access to affordable healthcare and education, too much is at stake to sit this one out!

Bill to Re-enfranchise New Jersey Overseas Voters
Democrats Abroad has gotten out the vote for every state in the nation, but this year most of our major battles are for state-level voting rights, particularly in New Jersey! Depending on what they fill out on their absentee ballot request, many overseas voters in New Jersey don't have the right to vote in state elections! They used to have it before Chris Christie pushed through a change in the law in 2017.
This needs to change. Overseas voters are stakeholders in the New Jersey government. State government is responsible for voter eligibility and voting procedures. State policies regarding climate change, education, net neutrality, and more affect us everywhere. New Jerseyan overseas voters deserve a voice at all levels of government, and State Senator Vin Gopal has introduced a bill, NJ S3761, to change that law back and enfranchise voters once again.
Thanks to DA members this bill has passed the Assembly! Now please help us to get this bill passed in the Senate.
Please call your NJ State Senator and ask them to cosponsor NJ S3761!

Our execution around a 5-point strategy for enacting tax reforms that provide consequential tax relief for the vast majority of Americans abroad yielded a bill in the House of Representatives that has a chance of being embraced by the Senate and passed into law. Dems Abroad is proud of our achievements and reaffirms our commitment to the goal of tax fairness for Americans abroad.

February DAA Black Caucus Book Club
To celebrate Black History month, we are going back to the classics and will be discussing Women, Race & Class, written by Angela Davis in 1981. Davis is a renowned author, political activist, academic scholar, and philosopher, who currently holds a professorship at UC Santa Cruz. Women, Race & Class is a collection of 13 essays that take a historical look at the Women’s Liberation movement in the United States from slavery to the 1960s.

Message from the Chair
Volunteering for a cause has to be one of the most meaningful actions we can do in life—especially if it is for a cause we believe in. I have done it here and there, from my church soup kitchen to local street clean-ups. But the commitment I see from the volunteers at Democrats Abroad is beyond what I have experienced. Before I became chair of DA Austria, I thought surely there was a paid staff running the show, But no—everyone, I mean every single person, is a volunteer. And in some cases, at the global level, people take a sabbatical to devote all their time to DA. On Sunday, December 5, the world marked International Volunteer Day. I want to say a big thanks to all my fellow volunteers at DA Austria and around the world for your immense contribution to our cause.

Solidarity Sundays’ postcard writing party was canceled due to the national lockdown—our first cancellation in four years. We return to exploring and protecting our democracy on January 30.
A personal Season’s Greetings to DA members who have attended a Solidarity Sundays meetup over the years and those who made extraordinary efforts during the pandemic. In 2021 we pivoted from resisting an antidemocratic administration to inquiring how to support our democracy. We’ve learned a great deal about how our system works. The Nominations and Elections Committee (NEC) announces that elections for officer board positions for Democrats Abroad Ireland will be held on Saturday, February 19, 2022, both in person in Dublin, as well as online for those who cannot travel to Dublin.
