Lisa Kircher Pagkalinawan helped form the Philippine Chapter of Democrats Abroad Philippines in 2007 and has been actively helping Americans register and vote by absentee ballot. She is a senior environment and development expert who has worked in the Philippines and other Asian countries for more than 26 years and has a master’s degree in environmental management from Yale University. She is active with the Manila Women’s Forum and Philippine American Guardian Association and in assisting Americans incarcerated in Philippine jails.
