Come celebrate International Older Persons Day with Steven Regenstreif, Chair of the National Democratic Seniors Coordinating Council of the DNC, and Democrats Abroad.

In these turbulent times, Democrats Abroad needs a special caucus representing those in our organization who are retired or aged 65+. Some Seniors living abroad experience particular problems which are unfair. Our in-formation Seniors Caucus will provide a forum to better understand the issues and concerns affecting Seniors. This webinar will look at fairness in retirement, with the aim of understanding how some, if not many, Seniors living abroad experience partial and unjust treatment or behaviour with favouritism or discrimination. With this in mind, we look particularly at the need for Medicare Portability and the injustice of the Windfall Elimination Provision (WEP), a provision in United States law that changes the way your U.S. Social Security benefits are calculated.

Steve Regenstreif -  Chair of the National Democratic Seniors Coordinating Council
In 2013, Steve Regenstreif retired as Director of the Retiree Department of the American Federation of State, County and Municipal Employees (AFSCME). This is the largest organization of public sector retirees in America. Since 1983, while Steve was Director, the membership grew from 18,000 dues paying members to 250,000 retirees in 250 state and local groups. During his tenure as Director, he served on the boards of the Leadership Council of Aging Organizations and the Alliance for Retired Americans. He was also a delegate to the 1995, 2005 and 2015 White House Conferences on Aging, the 1998 White House Conference on Social Security and the 2006 National Summit on Retirement Savings. In  October 2017, he was re-elected to a third term as Chair of the National Democratic Seniors Coordinating Council. As a result of holding this position, he is a member of the Democratic National Committe

Candice Kerestan - International Chair of Democrats Abroad
A Central Pennsylvania native, Candice Kerestan has lived in Germany for the past eight years and currently serves as International Chair of Democrats Abroad (DA), the official arm of the Democratic Party responsible for engaging and mobilizing the more than nine million U.S. citizens living overseas. She is the youngest currently serving Democratic state party chair, and the second youngest in
Democratic Party history. In her role, Ms. Kerestan works with on-the-ground organizers in nearly every country to find new voters and activate existing voters abroad – with the overarching goal of delivering even more votes for Democrats across the United States in 2021 and 2022.
Ms. Kerestan previously served as Chair of DA Germany and as the Regional Leader for the Cologne-Bonn area in Germany. She holds degrees in Political Science and German and is currently pursuing her PhD in Political Science at the University of Bonn where she also works as a translator in the areas of sociology, law, and political science.

Carmelan Polce - Chair, DA Taxation Task Force
Carmelan Polce is Chair of the DA Taxation Task Force.  She has served on this team since it was created in 2011, serving as its chair since 2014.  The Taxation Task Force has a 5 prong advocacy strategy aimed at achieving tax relief for Americans abroad:  Research; Thought Leadership; Grassroots Activism; Congressional Outreach; and Direct Constituent Engagement.  Over the last 10 years Democrats Abroad has built a reputation for committed tax advocacy and has cultivated robust relationships on Capitol Hill - in both houses of Congress and on both sides of the aisle.  Carmelan has lived and worked abroad in Bolivia, Australia and Singapore.  She has a BBA from Temple University and an MBA from The Wharton School at the University of Pennsylvania.  She lives in Sydney, Australia and votes in Pennsylvania.

Brendan Read
Brendan is a DA member, residing in Canada. A dual American and Canadian citizen, he has been active with the Democratic Party in the U.S. and with the Liberal party in Canada. A business journalist, Brendan has covered international matters, notably legislation/regulations and trade.  He has also been working on environmental, social, and transportation issues on both sides of the border.


Betsey Parks
Betsy was born in Connecticut. She has a B.A. in British Literature and a B.S. in Special Education from Southern Connecticut State University, New Haven Connecticut. Also, she has a B.S. in English as a Foreign Language (EFL) from The School for International Living, Brattleboro, Vermont. She taught for 14 years in Special Education in both Connecticut and Vermont and EFL/ESL (English as a Second Language) on the East Coast. Moving to Spain in 1985, Betsy taught EFL/ESL in the Complutense University of Madrid and a variety of Spanish Banks from 1986 until 2019. She taught EFL in Mozambique for 7 summers. Betsy retired in 2019. She is a ceramist and accredited yoga teacher.  Currently, she gives private English and yoga classes.

Heather Stone - Chair, Medicare Portability Task Force, DA Israel, Vice Chair/ DA Deputy International Counsel (Global)
Heather Stone is a member of DA-Israel.  She became a licensed attorney in NJ in 1988 and practiced municipal bond law in NJ from 1988-1990.  She moved to Israel for academic work, in Urban Planning, passed the Israeli Bar in 1993 and practiced law with a few of the largest law firms in Israel in the high-tech sector - doing investments, international mergers & acquisitions, and internal investigations of publicly traded companies for over 20 years.  In 2017 she became visually impaired following brain surgery.  She volunteers for Democrats Abroad, currently as Deputy International Counsel (Global), Chair of the Medicare Portability Task Force, a founding member of the Global Disability Caucus (in-formation), and Vice Chair of DA-Israel.  In addition, she and serves on the boards of a few non-profit organizations in Israel, and was the past chair of Democrats Abroad-Israel.  Heather is a mom of two grown teens and two dogs, including one guide dog and one  support dog.  She continues to learn to navigate the world differently.
