We do not recommend using the diplomatic pouch option, because it usually travels to embassies and consulates in other countries before being sent to the US, resulting in delays. If your ballot is not received by the deadline, it will not be counted. However, from the Embassy website (2024): If you plan to drop your ballot off at the U.S. Embassy Tirana to be returned to your local election office, we recommend you do so no later than October 4. Please ensure your ballot is addressed to your local election officials and is either placed in a postage-paid envelope or bears sufficient domestic U.S. postage. You may deposit your ballots at the main gate of the Embassy, just off of Elbasan Road at Stavro Vinjau str. no. 14, and they will be mailed on your behalf. |

| Kosovo |
1. Kosovo Post: Posta e Kosovës offers international letter services to the United States. Its postal information lists the U.S. among the countries served and offers registered mail (“R”) and priority/airmail services. Registered mail provides tracking and proof of delivery. Contact Kosovo Post:
For a ballot, I'd ask for registered + priority/airmail international service and keep the receipt/tracking number. 2. You can also use a commercial courier such as DHL, FedEx or UPS. For a courier, use the physical address of the voter's county election office and confirm that the office accepts courier deliveries. Because the exact cost and transit time depend on the destination county, the courier should provide a quote based on the destination address. 3. Diplomatic Pouch: U.S. Embassy in Pristina The U.S. Embassy in Pristina has a dedicated voting contact: [email protected] |

1. Cost: Makedonska Posta sets prices by weight. Was told, "maybe 350 mkd including the tracking, but it all depends on exact grams." Their website has an option to calculate costs, BUT it doesn't appear functional. 2. Stamp purchase locations: stamps can be purchased at the post office. 3. Dropoff locations: to include tracking, you must go to the post office. 4. Typical delivery times: supposedly 10 days, but can easily be 30 days or significantly longer. 5. Helpful info: a. ALWAYS get a tracking number, or it's highly likely it'll never arrive. Was told that nowadays sending international includes a tracking number, which requires going to the post office. Ask for tracking and NO signature on delivery. (na makedonski: ,,Би сакал/а да биде регистрирано за да има број на следење, ама да нема потпис на испорака.'' i na latinski: ,,bi sakala/sakal da bide registrirano za da ima broj na sledenje, ama da nema potpis na isporaka.'' They will give you a white slip, ,,Потврда за прием на пратка'' (,,potvrda za priem na pratka''). The tracking number should be in the middle section, ,,приемен број'' (,,priemen broj''). Website for tracking....note that at least on mobile devices, the popup doesn't submit, so ensure you open link in a new tab: a. https://www.posta.com.mk/Tracking/index-en.html b. Again, if your only option is to return by mail, do it as early as possible, as timeframes can be HIGHLY variable and slow! c. The clerk at the post office will usually stamp the mail in front of you, which will then have that day's postmark. d. Only option now is par avion (airmail); no longer an option to send by boat (was often faster than airmail.) |

Send your ballot by registered mail (preporucena posiljka). It costs about 500 dinars ($5 dollars) and should cover the weight of a ballot and the required envelope(s). You can track the envelope while it is in Serbia - tracking it in the U.S. is usually not possible. It generally takes 1-2 weeks to reach your election office - and most of that time is in the U.S. DHL and FEDEX - usually 2-4 days depending on what you pay for. DHL has several service points in Belgrade and in other cities around Serbia. Call +381113105500 to find out locations or google online. There is a convenient office in the center of Belgrade at Nusiceva 10. Main FEDEX office is at Autoput Za Novi Sad 215 |
