Ballots must be addressed to local election offices and placed in postage paid return envelopes  or in envelopes bearing sufficient U.S. domestic postage so they can be delivered to the proper local election authorities.  Postage from Bahrain to the United States is not required using this method.  You can also return your FPCA or ballot to your local election officials via international mail or professional courier service at your own expense.

    • Courier: there are several available couriers to ship back to the US
    • Diplomatic Pouch (update from US Embassy in Kuwait as of August 2026)

If states require a mail in ballot, the voting materials can be dropped off at the Dropbox provided at the First Check Point from Sunday through Wednesday from 1:00 pm to 2:30 pm, except for US and Kuwait holidays when the embassy is closed. No appointment is required to drop off voting materials. All voting materials dropped off at the embassy must be submitted in a postage paid return envelope or in an envelope bearing sufficient domestic US postage and addressed to the relevant local election officials. We can not accept materials that do not have the required postage.

Qatar

To use mail to return your ballots, here are the options:

  1. Employer Assistance: If you work for an American company, check with your employer. They may deliver your ballot for you to the USA. Make sure you have proper American postage.
  2. U.S. Embassy Drop-off: Absentee voting materials can be dropped off at the U.S. Embassy in Qatar. Please come to the consular section front gate window Mondays and Thursdays from 10:00 a.m. to 11:30 a.m. on a walk-in basis. You do not need an appointment. Ballots must be addressed to local election offices and placed in postage-paid return envelopes or in envelopes bearing sufficient U.S. domestic postage. Postage from Qatar to the United States is not required using this method. Please note that your ballot must be in very early! Probably by the first week of October.
  3. DHL: This is an expensive option (approx. 400 QR to the Midwest), but reliable. Note: If you know someone who works for Qatar Energy and they go to DHL with you with their badge, they can get a 60% discount!
  4. Qatar Post: The least reliable option. Details are provided below.

Oman

To use mail to return your ballots, here are the options:

  • Courier:
    • Oman Post: Oman Post offers international document/EMS-type service. Its EMS page currently says international shipments can be delivered in 3–7 days, with tracking, and accepts shipments up to 30 kg. Oman Post also lists a separate premium international mailing service described as 5–10
days, with proof-of-delivery available. For information on express mailing services, please see the following LINK.
    • Aramex: Aramex offers international document shipping and calculates the price according to destination, document/parcel type, weight and dimensions. Their online calculator can provide an approximate shipping cost. This is worth checking because a ballot is a very light document, rather than a parcel. Ask for the price of a document envelope to the United States, not a package. To locate an Aramex drop off location, click here.
    • DHL Express: DHL has a 2026 Oman service and rate guide. DHL Express is a tracked, time-definite international courier service. DHL also has fuel and other possible surcharges, so the final counter price can differ from a basic rate. DHL has announced additional demand surcharges for certain periods
in late 2026. To find a DHL office in Oman, click here.
    • FedEx: FedEx offers international document shipping from Oman. International Priority is the type of service for a ballot.  The price depends on destination, weight and service, so get an actual quote. To find a FedEx office, click here.
    • UPS: UPS offers international express document services. Again, the actual price depends heavily on the U.S. destination and the service selected. Ask specifically about an Express Envelope/document rather than a parcel. To find UPS services in Oman, click here.
  • Diplomatic Pouch:

    • If you plan to drop your ballot off at the Embassy to be returned to your local election office, the Embassy suggests you do so no later than October 4 (please note this is the advice given for the 2024 Election).  Please ensure your ballot is addressed to your local election officials and is either placed in a postage-paid envelope or bears sufficient domestic U.S. postage. The Embassy also provides postage-paid envelopes at the site of ballot drop off! Drop off your completed voting forms and ballots from Sunday to Thursday, from 8:30 to 3:30 pm.

Saudi Arabia

  • Diplomatic Pouch:
    • You can drop off your FPCA at U.S. Embassy Riyadh, U.S. Consulate General Jeddah, or U.S. Consulate General Dhahran to be returned to your local election officials free of charge, or you can mail it directly at your own expense. Please see the following drop off locations and times:

      • U.S. Embassy Riyadh: The election drop box is located at the Consular entrance of the U.S. Embassy in Riyadh in the Diplomatic Quarter on Abdullah Ibn Hudhafah As Sahmi Street, Sunday-Thursday from 8:00 am to 4:00 pm (except on U.S. and Saudi holidays).

      • U.S. Consulate General Jeddah: The election drop box is located at the Consular entrance of the U.S. Consulate General in Jeddah on Al Safa Street, Sunday-Thursday from 8:00 am to 4:00 pm (except on U.S. and Saudi holidays).

      • U.S. Consulate General Dhahran: The election drop box is located at the Consular entrance of the U.S. Consulate General in Dhahran on King Saud bin Abdulaziz Road, corner of Salahuddin Al Ayyubi Street, Sunday-Thursday from 8:00 am to 4:00 pm (except on U.S. and Saudi holidays). If you already have completed a FPCA in 2026, check your state’s voter registration  verification website, or contact your local election office, to check the status of your absentee ballot request. Using the FPCA ensures that your state will send your ballot to you at least 45 days before the election. Once your ballot arrives, complete it without delay. Once you have completed your ballot, you can return it to your local election officials free of charge by dropping it off at the nearest U.S. embassy or consulate or mail it directly at your own expense. Transit time to the United States can take up to 20 calendar days.  Please note that election materials only need to contain sufficient U.S. postage or be placed in a postage-paid envelope.
