Summary
In accordance with Section 5.7 of the DA Charter, “general members of Democrats Abroad...residing in countries without a recognized Democrats Abroad Country Committee shall have representation within the DPCA.”
“All such Non-Country Committee (NCC) general members shall, under the supervision of the Regional Vice Chair (RVC), elect from their number within the Region an NCC Representative to represent their interests to the DPCA, including at meetings of the DPCA.”
[Note: DPCA is the Democratic Party Committee Abroad, which is official name of Democrats Abroad.]
- The Non-Country Committee Representative (NCC Representative) will represent the interests of Non-County Committee general members (NCC members) to the DPCA, including at meetings of the DPCA.
- In coordination with the respective Regional Vice Chair (RVC), the NCC Representative shall work to encourage member organizing, growth, and voting from abroad within NCC countries in the respective Region.
- The NCC Representative shall reside in a NCC country in the respective Region, hold one (1) vote, and be limited to two (2) consecutive terms.
Candidate Eligibility
- To be eligible to run for a NCC Representative position, a person must:
- be a registered general member of DA without a recognized Democrats Abroad Country Committee in the designated Region in which they run and expect to remain in an NCC country in the Region for the next two years.
- have been a registered member of an NCC country in the Region for at least 30 days prior to the Election Meeting.
- have not been removed for cause from an elected position in DA within 24 months prior to the day of the election.
- General members of a CC which is currently out of compliance may not run in NCC Representative elections.
- General members of a country with a formation committee or a committee-in-formation may run and vote in NCC Representative elections.
- Once a Country Committee is fully recognized, any NCC Representative who is a part of that new Country Committee would no longer be eligible for the position and would trigger a special election.
Requirements
- Fulfill the duties of a DPCA Voting Representative as set forth in the DA Charter.
- Attend the annual DPCA Global Meeting (in-person or virtual), other DPCA meetings, and informational preparation meetings to be able to cast votes at meetings of the DPCA.
- Maintain regular contact with the respective RVC.
- In coordination with the respective RVC, encourage member organizing, growth, and voting from abroad within NCC countries in the respective Region.
