Dr. William P. Kittredge Bio
William P. Kittredge brings more than five decades of combined practical and academic experience in public finance, economic development, and policy analysis. Before entering academia, he served as the elected Managing Director of the Springfield Utility Board (SUB) in Oregon for 15 years, where he oversaw major infrastructure projects, changed the utility’s charter expanding jurisdiction from electric and water to include gas and fiber optic services. During his tenure, SUB faced several fiscal management challenges. His success earned him a regional reputation.
Admitted by exception to the University of Oregon’s Master of Public Administration program without an undergraduate degree, he completed his MPA with distinction. He then earned a full scholarship to the Maxwell School of Citizenship and Public Affairs at Syracuse University, where he completed his Ph.D. in Public Administration, building on a career already grounded in practice.
Dr. Kittredge held senior positions in the U.S. Department of Commerce, including as Director of National Programs & Evaluation. The last two years of his federal service, he represented the United States at the OECD on performance measurement and territorial development. His academic appointments have included Carnegie Mellon University and the University of Georgia. He is currently guiding doctoral students at the School of Public Policy at Chiang Mai University, consulting with the Thai government on climate change adaptation projects and advising several current and former Members of Congress in policy matters.
He has advised governments, foundations, and universities across the U.S., Europe, and Asia, authored widely cited publications on public budgeting and finance, and remains deeply engaged in bridging policy research with practical governance experience.
