Due to recent changes in state law, ALL NJ voters who lived in New Jersey before moving abroad can now vote in STATE elections! Your vote and your voice matter in the 2023 New Jersey elections. Help keep the NJ state legislature BLUE!

New NJ laws (A3929/S2899) allow voters living abroad who mark their FPCA “return is uncertain” to vote in STATE and Federal elections! NJ voters who mark their FPCA “intend to return” may vote in Local, State, and Federal elections. Go to Vote From Abroad to fill out and submit your Federal Post Card Application (FPCA) to request your ballot or register to vote from abroad.

These laws are new, so request your ballot* now to ensure you receive the correct ballot for the General elections this November!

Why Vote from Abroad in the 2023 New Jersey Elections?

1. We fought for 5 years to restore our right to vote in state elections.  Now we overseas New Jersey voters need to keep the legislature blue to protect our voting rights!

2. The NJ legislature will deal with many critical issues, including:

  • Climate change
  • Reproductive rights
  • Overseas voting rights and procedures
  • State student loan repayment
  • Education funding
  • Healthcare
  • LGBTQ+ rights / marriage equality
  • Net neutrality
  • Veterans benefits and hotline that takes calls from outside the US

3. Let’s make sure we elect state senators and state assembly members who will deal responsibly and proactively on these issues! These NJ state legislative races will be close. In the last election, Democrats lost seats by just over 500 votes. Many Democrats who did win had razor-thin margins of victory. Our votes will make a difference!

Ballot Request/Registration Information


Ballot Request: As an overseas voter, you must request your ballot once EVERY calendar year to receive all ballots for the year – even if you are already registered. 

  • If you still need to request your ballot in 2023, please go to www.VoteFromAbroad.org (VFA). 
    Fill out the Federal Post Card Application (FPCA - overseas ballot request) form. Check the box to ask that your ballot be sent to you by email. See the timeline and deadlines below.
     
  • Send your FPCA directly from the VFA website or EMAIL or fax it to your Local Election Office so you can get your ballot without delay!
      • You no longer have to postal mail your FPCA after you email it. 
      • Please DO NOT use the in-state absentee voter registration! Using the FPCA ensures you can receive your ballot by email. (We highly recommend getting your ballot by email to avoid postal delays.)

  • If you are not registered, the FPCA will double as your voter registration.

Can I vote in this year's NJ state election?

Due to a recent change in law, all overseas voters who once lived in NJ are now eligible to vote in state elections regardless of how they mark their FPCA. 

  • If you select that your “Return is uncertain” on your FPCA, you will receive a ballot for this year’s state elections. State Senators and State Assembly Members are up for re-election. Be sure to request a ballot again in 2024 for the Presidential, Senate, and Congressional races. 

  • If you select that you “intend to return” on your FPCA, you will receive a ballot for state and local races (State Senate, State Assembly, school board, mayor, council, etc.). Be sure to request a ballot again in 2024 for the Presidential, Senate, and Congressional races.
  • If you select that you “never lived in the US,” you will not receive a ballot this year as "never lived in US" (usually children born abroad to US parents) are allowed to vote in Federal elections only. Be sure to request a ballot in 2024 for the Presidential, Senate, and Congressional races.

Ballot Return Instructions

Although you can email or fax your ballot by the deadline, the printed ballot must also be sent by mail or possibly by diplomatic pouch through your embassy. Ballots must be postmarked by 8pm Eastern Time on Election Day (see timeline and key dates below). Not all embassies accept ballots on odd-numbered years, so please check with your embassy for available services and deadlines. Late return is the #1 reason ballots are rejected, so send yours back ASAP!

Voting tips:

  • Follow all instructions provided by your Local Election Office carefully.
  • Be sure to sign where instructed before mailing back your ballot.
  • Affix the necessary postage to mail your ballot to the USA. 
  • You may mail your ballot back at your local post office, but be aware of potential delays and get it in the mail as soon as possible.
    • Since mail from overseas is often slow, first email or fax your ballot and then consider returning the original by diplomatic pouch (if available) or by private courier.
    • If you do not email or fax your ballot, the postal mailed ballot must arrive no later than the sixth day after the election.

➔  General Election Overseas Voter Registration Deadlines:

  • October 8, 2023: If you ask to receive your ballot by mail
  • October 17, 2023: If you ask to receive your ballot by email or fax

➔ General Election Ballot Request Deadlines:

  • October 8, 2023: To receive your ballot by mail
  • November 3, 2023: To receive your ballot by email or fax

➔ General Election Ballots will be sent out starting September 23rd

       ● Check your Email or Spam folder
       ● Contact your Local Election Official if your ballot has not arrived

➔ General Election Ballot Return Deadlines: 

  • November 7th, 2023 at 8pm New Jersey time: if sent by email or fax

    NOTE: Postal mail signed ballot simultaneously, postmarked by November 7th, 2023.

  • If sent by mail only, postmarked by Nov. 7, 2023 and received by Nov. 13, 2023.
