Call for nominations for chapter leadership (2023 elections)


The Annual General Meeting (AGM) during which we will hold the election of our Democrats Abroad Canada – Canada’s Capital Region Chapter officers will take place March 21, 2023, at 7:30 PM. The meeting will be held online via Zoom.

Your online ballot will be emailed to you by March 6 with instructions on how to complete it by March 20.

The Nominations Committee is seeking nominations for the following offices: Chapter Co-Chairs (2), Secretary, Treasurer, Volunteer and Membership Outreach Coordinator, and up to three Members-at-Large.

Job descriptions for each office appear below.

The Co-Chairs elected shall be members of opposite genders or gender fluid/non-binary, as per the bylaws of Democrats Abroad and the rules of the Democratic National Committee. Please note that our outgoing co-chairs are both "termed out," so now is your chance if you want to seize the reins.

Nominations open with this mailing and will close February 4, 2023.

Please include an accompanying statement supporting your nominee (or yourself, if you are self-nominating). This should outline the skills and experience pertinent to the position. A nominee must be a member of the Canada's Capital Region chapter of Democrats Abroad, and willing and able to handle their duties while adhering to the principles of the Democratic Party of the United States.

Chapter officers are expected to actively participate in the management of the chapter, including attendance at regular board meetings (usually monthly), either in person or virtually. We will seek consent to stand for the election from each nominee before adding them to the ballot.

Here are the job descriptions for our chapter officers as they appear in our bylaws.

Note that DA's accounting practices have changed in a way that makes our Treasurer description obsolete. Because accounting is now handled largely at the DA Canada level, this has effectively become a ceremonial role in our chapter, and is therefore ideal for someone who would like a seat at the chapter board table with minimal responsibilities.

4.3.1 The Chapter Co-Chairs
The Co-Chairs, or Chair and Vice Chair as the case may be, may allocate between themselves the duties of the Chair.
The Chapter Co-Chairs, or the Chair in the case the Chapter has a Chair and Vice-Chair, shall, in coordination with the Board of DACA, serve as the chief executive officer of CCR, shall call and preside at all chapter meetings, establish the agenda of such meetings (or delegate establishment of the agenda to the CCR Secretary), and generally have responsibility for all chapter activities approved by the Board in support of the mission of DACA. The Co-Chairs, or the Chair in the case the Chapter has a Chair and Vice-Chair, are also the primary Officer(s) representing CCR on the DACA Board.
The Chapter Co-Chairs, or the Chair in the case the Chapter has a Chair and Vice-Chair, shall be responsible, jointly with the Treasurer or a second CCR officer if the Treasurer position is open, for oversight of CCR’s financial affairs, including but not limited to serving as a signing authority on the Chapter’s bank account (if any) and ensuring regular reporting to CCR officers and the DACA Treasurer on CCR’s financial affairs.
The Co-Chairs, or the Chair in the case the Chapter has a Chair and Vice-Chair, or any Officer so designated by them shall be entitled to sit on any ad hoc committees, with full voting privileges. Decisions or actions taken by the Co-Chairs, or the Chair in the case the Chapter has a Chair and Vice-Chair, may be overruled by a two-thirds majority vote of the Board at a quorate meeting of the Board.
The Co-Chairs, or Chair and Vice Chair in the case the Chapter has a Chair and Vice-Chair, have full voting rights on the CCR Board.
4.3.2 Secretary
The Secretary may set agendas for meetings in consultation with the Co-Chairs, or the Chair in
the case the Chapter has a Chair and Vice-Chair. The Secretary shall also take and archive minutes of Board meetings and all Annual General Meetings and special meetings of the members and deliver them to the DACA Secretary as required. The minutes of all meetings shall be made available to CCR members without undue delay upon request, after approval by the Board.
The Secretary has full voting rights on the DACA Board.
4.3.3 Treasurer
The Chapter Treasurer shall be responsible, jointly with the Chapter Co-Chairs, or the Chair in the case the Chapter has a Chair and Vice-Chair, for oversight of the Chapter’s financial affairs, including but not limited to serving as a signing authority on the Chapter’s bank account and ensuring regular reporting to the CCR Board and DACA Treasurer on its financial affairs. The Chapter Treasurer shall follow all DA and FEC rules regarding financial affairs.
The Chapter’s funds may be held within DACA’s accounts, or CCR may hold its funds in a Chapter bank account if available through a bank or trust company of its choice. However, such funds cannot be held by a member personally nor by a member’s business. If CCR holds local funds, it is responsible for taking steps to minimize and/or avoid monthly fees and manage reporting. Notwithstanding the foregoing, all financial matters concerning Chapters shall be under the review and supervision of the Chair and Treasurer of DACA, who shall take into consideration the budget sources, and proposed uses of funds relating to any Chapter.
The Treasurer shall prepare and present to the Annual General Meeting (“AGM”) of CCR a Statement of Income and Expenses and a Balance Sheet based on a fiscal year ending December 31.
The Treasurer has full voting rights on the CCR Board.
4.3.4 Volunteer and Membership Coordinator
The Volunteer and Membership Coordinator shall be responsible for coordinating and developing volunteers for CCR programs and projects. The Coordinator may share responsibilities with a committee. The Coordinator shall coordinate and/or support volunteer outreach activities, and shall report monthly to the Board on their activities.
The Coordinator has full voting rights on the CCR Board.

In addition to these officers, we are entitled to elect up to three members-at-large. These officers represent the broader membership and bring to the organization special skills and talents that complement those of the other elected officials on the chapter board (for example, French Language Media Spokesperson). Members-at-large have full voting rights on the CCR Board.
