The 2025 Charter Amendment process is underway. This page provides guidance about the process of amending the DPCA Charter.

What is the DPCA Charter, and why do we sometimes amend it?
The Democrats Abroad Charter is the governing document of our global organization. It defines our structure, responsibilities, and procedures. Members of the DPCA may propose amendments to the Charter to address evolving needs, resolve ambiguities, or make improvements. Amendments to the Charter are made pursuant to Article 11: Amendments, of the DPCA Charter. You can see the current DPCA Charter here (Aug 2021). 

How is the Charter amended?
At the June 2025 Global Meeting, the DPCA body will consider proposed amendments to the Charter that have been submitted by members of the body. The Charter Committee is tasked by the Global Chair with guiding the amendment process so that the body may efficiently and effectively use its limited time in deliberating on what has been proposed. To this end the committee will also call for town hall discussions whereby authors and DPCA members may discuss and better understand the propositions and their effects prior to the meeting. The Charter committee may issue reports of recommendations to the body prior to the meeting.

Deadlines
The submission form was open from April 14 to May 5, 2025.  The period for submissions has now closed. The 2025 Charter Amendment Propositions shall be circulated with the 30 day meeting notice. You can see all the Charter Amendment Propositions under consideration for 2025, here.

Charter Amendment Townhalls
The Town Hall format allows more informal discussion of charter amendments and their impacts prior to the June AGM. All are welcome to attend. Amendment authors are welcome to attend and speak to their amendment propositions.
