🧟Just like a zombie, this bad legislation won’t die — so we have to keep hitting back. 🧟
The SAVE Act is back again, because apparently zombie legislation never stays buried.
Yes, this may feel familiar. This bill has already been challenged, exposed, and opposed, and now House Republicans have found a new way to keep it moving: they bundled SAVE Act language into the National Defense Authorization Act, or NDAA, the annual defense bill, and sent that package to the Senate.
That means the fight is now in the Senate. Senators can still strip the SAVE Act language out of the bill, and reports indicate that the Senate is widely expected to do exactly that unless pressure forces a different outcome.
This is exactly why the SAVE Act deserves its zombie reputation. No matter how many times this bad idea is defeated, delayed, or exposed for what it is, it keeps crawling back in a new form, with the same goal: making it harder for eligible Americans to register and vote.
For Americans abroad, the stakes are especially high. Overseas voters already navigate extra paperwork, shifting deadlines, and complicated registration processes just to make our voices heard. Piling new proof-of-citizenship requirements onto that process would create more barriers for eligible voters, not more democracy.
The House has done its part to revive this zombie legislation. Now the Senate must stop it.
What to do today
- Write your senators and tell them to strip SAVE Act language out of the NDAA. You can use this email template here
- Or call your Senators and use the suggested message below. Tell them to oppose any final defense bill that includes SAVE Act provisions.
- Share this alert with fellow members, friends, and family so they understand that this fight is not over.
- Keep speaking out, because repeated pressure is exactly how zombie legislation is defeated for good.

I urge you to strip SAVE Act language out of the NDAA and oppose any final bill that includes it. This is zombie legislation: no matter how many times it is challenged, it keeps coming back in new forms to make voting harder for eligible Americans, including Americans abroad. Do not let a must-pass defense bill become a vehicle for voter suppression.
