Please join the Global Disability Caucus, along with the Global Seniors and Veterans & Military Families Caucuses, for a look at the dynamics of voter engagement by people with disabilities in the 2024 elections. Douglas Kruse and Lisa Schur from Rutgers University will walk us through what happened with voters in the U.S., what has changed, and have a conversation about problems and opportunities for future elections. We'll also explore how this information can benefit our outreach and assistance to citizens abroad.
Our wonderful speakers have been involved with the disability community for well over three decades, doing critical work to improve the lives of American people with disabilities. Their research on disability in relation to economics, politics and law has had international impact. They have co-authored many articles and books, including a 2013 book, People with Disabilities: Sidelined or Mainstreamed.

Douglas Kruse
Doug Kruse has a Ph.D. in Economics from Harvard University. He conducts econometric studies on employee ownership, profit sharing, disability, worker displacement, and wage differentials.
Professor Doug Kruse's book Profit Sharing: Does It Make A Difference? won Princeton's Richard A. Lester prize as the year's Outstanding Book in Labor Economics and Industrial Relations. Some of his other books are Disability and the Future of Work (Emerald Publishing), How Did Employee Ownership Firms Weather the Past Two Recessions? (Upjohn Institute), The Citizen’s Share: Reducing Inequality in the 21st Century (Yale University Press), People with Disabilities: Sidelined or Mainstreamed? (Cambridge University Press), Shared Capitalism at Work (University of Chicago Press). He has published over 150 scholarly papers, including articles in peer-reviewed journals such as ILR Review, Economic Journal, Human Resource Management, Organization Science, Journal of Occupational Rehabilitation, and Industrial Relations.
He has testified four times before Congress on his economic research, and conducted several studies for the U.S. Department of Labor and for the U.S. Department of Health and Human Services. Professor Kruse served as Senior Economist at the White House Council of Economic Advisers in 2013-2014. He is also a Visiting Fellow at Kellogg College in Oxford University, a Research Associate with the National Bureau of Economic Research (Cambridge, MA), a Research Fellow at IZA - The Institute for the Study of Labor (Bonn, Germany). He is a former editor of British Journal of Industrial Relations, and was appointed to New Jersey’s State Rehabilitation Council, the President’s Committee on Employment of People with Disabilities, and New Jersey Governor Phil Murphy’s transition team.
Lisa Schur
Lisa Schur is Distinguished Professor and past Chair of the Department of Labor Studies and Employment Relations at Rutgers University, where she teaches employment law and labor studies. She received a Ph.D. in Political Science from the University of California-Berkeley and a J.D. from Northeastern University. Her research focuses on the economic, political, and social inclusion of people with disabilities, particularly their political participation and employment experiences and outcomes. In addition to publishing in peer-reviewed journals, she wrote an invited White Paper on Disability and Voting for the Presidential Commission on Election Administration, and co-authored the book People with Disabilities: Sidelined or Mainstreamed? published by Cambridge University Press.
Schur was preparing her dissertation on women and labor at the time of her husband’s accident and the accident which caused her husband’s paralysis. At that time she pivoted to a focus on disabilities, particularly employment and political participation.
Professor Schur was awarded the Rutgers Provost Publicly/Community-Engaged Scholarship Lifetime Achievement Award in 2024. Her work has appeared in many journals She has coordinated four national surveys on disability and voter turnout following Presidential elections. Her work has been funded by grants from the U.S. Election Assistance Commission, Office of Disability Employment Policy, National Institute on Disability, Independent Living, and Rehabilitation Research, Social Security Administration, and New Jersey Developmental Disabilities Council.
