The Federal Tax Credit as a Boon for Public Schools?

Ohio has tested the idea; here’s what's been learned. Dr. Christina Collins, executive director of Honesty for Ohio Education, writes that Trump's federal $1700  school voucher 'help' mainly helps upper income families. Furthermore, extending the 'privilege' to public schools to bill parents for programs is limited to those with full-day kindergarten programs not required by state law. They can bill for 'extras.' The schools 'bill' the parents, and the fee is paid via income tax deduction, from the voucher fund. Again, schools districts setting up that kind of work-around tend to be those in upper income areas. It seems to be another in a long line of GOP 'programs' that help the public pay for the privileged's privileges. There are no surprises here, but Collins' op-ed does detail how the federal scam works.
