Circuit Court Upholds OH Law, Over-Rules Lower Court
US MotorVoter law says anyone who submits an application for a driver's license has the right to also register to vote at the BMV. Recent Ohio legislation tries to require proof of citizenship. That can disenfranchise women whose birth certificate name may not match current married name. Also hindered from voting may be those Ohio residents who don't have, and can't afford to get, a copy of their birth certificates.
It's a snarly, complicated bureaucratic issue. A lower court blocked it; the circuit court just re-instated it. Complicated. And that's before we even dig into the underlying culture-war skirmish, namely to hassle those demographic groups who might be more likely to vote Democratic.
