Brief Bio for Paul Nolley, Democratic Nominee for IL-16
Paul Nolley was born and raised in the Rockford region, the son of two working class parents. Paul has built a career of service for over 15 years with faith-based and community organizations including the YMCA, United Way, and Habitat for Humanity, where he expanded youth programs, strengthened literacyinitiatives, and built pathways to homeownership.
Today, Paul serves as Executive Director of Project First Rate, a nonprofit that connects young people and careerseekers to apprenticeships in the building trades while advocating for policies that protect taxpayers and working families.
He got his start in the world of activism and politics at the age of 15, when he became involved in the nation-wide movement opposing the Iraq War. This is Paul’s first time running for office, and he’s been on the campaign trail since March 2025.
Paul lives in unincorporated Winnebago County with his wife Andrea, a public school teacher, and their two young children.
