Description: Russian interference, hacking the electoral system, winning an election without popular vote, a highly complicated registration process, and the failure to make Election Day a national holiday have led to one of the lowest voter participation rates in the developed world.

Is the U.S. voting system in need of a fundamental update? Political scientist David Kimball will address efforts to reform the complicated election rules in the U.S. He will take a look at efforts to change the Electoral College in presidential elections and a new way to draw legislative districts. His talk further includes procedures to increase voter participation as well as efforts to make voting more convenient and to reduce fraud. David Kimball will further illustrate new voting technology and plans to make voting systems more secure from cyber threats.

Speaker:

David Kimball is a Professor at the University of Missouri-St. Louis. He received his Ph.D. in 1997 from Ohio State University (Political Science). He has extensively published on the U.S. election system, its processes and challenges. His latest two books are Helping America Vote: The Limits of Election Reform from 2012 and as an editor together with Richard G. Niemi, Herbert F. Weisberg in 2011: Controversies in Voting Behavior, 5th ed. Washington, DC
