Non-competes have been around a long time, in various fields. They essentially prevent a worker with a 'clientele' developed for one employer to move to another and possibly take that clientele with them. Fine for the first employer, not so good for another one in an area nearby, nor for the workers and the clients. This is one of many problems preventing full health coverage in Ohio's rural areas.
