Although he signed the last income tax cut into law, DeWine did it begrudgingly and says he hopes his successor will stop starving the state budgets. Acton has the product in mind, i.e. what people need and want and the programs to produce that. Pepper might be tasked with the experts to design how to accomplish those goals.
