Local government has struggled in recent years to provide the services residents need and expect amid dwindling financial support from the State of Ohio. In the past, property tax levies were put on the local ballot to make up the difference. As land values have surged, this has increasingly impacted lower income people, especially retirees on fixed incomes. Operating costs continue to rise, while understanding the mechanics of taxation has been slower coming.
