Voter Alert: Voting By Mail in 2025


Voters in China sending ballots home for elections on November 4th should only use courier services to return ballots and FWABs as of October 1, 2025.

ℹ️ Voters from states like New Jersey, New York, Pennsylvania, and Virginia must return their ballots by mail.

🚫 By October 1, voters can no longer use the consular pouch or postal mail for ballot returns. The consulate has a deadline of Friday, September 26th. Sending letters by China Post has been taking more than 30 days. In both cases, ballots from China get routed through USPS. 

 

FAQ

🚫 Courier services will not ship to P.O. Boxes. Contact your local election office for a street address.

🚫 Local election officials will not sign for courier envelopes; do not select that option.

💯 Ask for a postmark or date stamp to be placed on the outer envelope. Read your state’s requirements here.

 

TIPS

✅ American citizens may need to enter a passport number or even show a passport to a delivery person. 

📄 Showing the delivery person a picture or printout of your Local Election Office’s name, address, phone number, and email will help them ensure your ballot materials are returned successfully.

ℹ️ Terms to be aware of, in case they arise in a conversation with a delivery person: "guoji" (international), "meiguo" (USA), and "wenjian" (document).

    2. Select the third option at the top for International Shipping (no “+” sign)

    3. Select send via express“International Shipping”

    4. Fill out and print your address, personal information, and your Local Election Official's address. 

    5. Schedule the pickup within an hour!

    6. Be sure the date and time get stamped on the outside envelope (PA Guide)
