Texas Voters Abroad - Protect Your Vote from the “Suspense List”


You may have seen recent news reports that more than 1.2 million Texas voters are listed as being on the state’s “suspense list.” 

Being on the suspense list does NOT mean that a voter has been removed from the voter rolls, or has lost the right to vote this November. It only means the county has flagged the voter’s address for confirmation. Voters have “two federal election cycles” (that is, at least 2 years or up to 4 years) to confirm their address.

Make sure your voter registration is up-to-date, and that you have submitted your overseas ballot request (the FPCA) for 2026. 

If you have not sent in an FPCA for 2026 yet, please do it now – and ask to receive your ballot by “email or online”.

The FPCA ballot request form will update your overseas ballot request and confirm your voting address in Texas. 

If you are on the “suspense list,” submitting an FPCA will remove you from that list. To get off the suspense list, email a copy of your 2026 FPCA to your county elections official. Here is a suggested cover letter:

Dear Election Official,

Attached please find my FPCA Ballot Request for 2026, listing my Texas voting address as [ Your Texas Voting Address ].

This FPCA, which was submitted under Texas Election Code §101.052, serves as my written, signed confirmation of my voting address for purposes of Texas Election Code §15.053.

Please confirm that this will remove any suspense notation, that my registration and ballot request remain active, and that I will receive my ballot by email or online, as requested.
