This event is a prelude to the upcoming COP28 climate conference in Dubai.
During the event, our speakers will delve into various aspects of U.S. climate policy, focusing on the progress made under the Biden administration. They will also discuss the significance of sustaining this progress to attain the objectives outlined in the global climate agenda. This includes upholding commitments to the Paris Climate Accords and addressing the Loss and Damage framework established during COP27.

Senator Ed Markey is an American lawyer, politician, and former Army reservist serving as the United States Senator from Massachusetts since 2013. As a member of the Democratic Party, he served 20 terms as a U.S. congressional representative from Massachusetts 7th district from 1976-2013. Markey is a progressive focused on climate change and energy policy and was Chair of the House Select Committee on Energy Independence and Global Warming from 2007-2011. He is also the Senate author of the Green New Deal. |

Michelle Regalado Deatrick, Founder and National Chair of the first-ever DNC Council on the Environment and Climate Crisis, is a battleground state organizer, a labor advocate, a policy analyst, and a national environmental leader. Michelle serves on the National Advisory Boards for Climate Power and OnePointFive Climate Pledge and on the Ecology Center and the Huron Valley Workers’ Organizing and Research Center boards. She chairs her County's Environmental Council, which she founded. A recent county commissioner who flipped a rural multi-term red seat to blue and a former Peace Corps Volunteer, Michelle is the Michigan Chair of the National Writers Union and a member of UAW Local 2320. She is also an internationally recognized poet and the Chautauqua Poetry Award winner. She lives on her family’s 80-acre farm and rewilded prairie in Michigan. |
Background
Democrats Abroad advocate for urgent action to address the existential climate change crisis. We understand that the U.S., as the 2nd largest carbon-emitting nation, must lead the world in its policies and actions to achieve a sustainable future for all. The imperative for ambitious and accelerated action to dramatically reduce greenhouse gas emissions and adapt to current climate change conditions has never been clearer.
As a signatory of the Paris Climate Agreement, the United States committed to limiting global warming to well below 2C degrees and to build resilience to the impacts of rising temperatures. To achieve these goals, the U.S. and the global community must adopt climate change mitigation and adaptation measures to curb greenhouse gas emissions and to ensure environmental justice, especially for vulnerable communities that inevitably suffer the ravages of climate change.
The Biden-Harris administration has taken impressive steps by:
- Rejoining the Paris Climate Agreement
- Establishing the U.S. Special Presidential Envoy for Climate
- Establishing the White House Environmental Justice Interagency Council (IAC)
- Passing the Infrastructure Investment and Jobs Act, Inflation Reduction Act
- Passing the CHIPS and Science Act
- Ratifying the Kigali Agreement
- Creating the American Climate Corps, and
- Signing on to the COP27 agreement to provide “loss and damage” funding for vulnerable countries hit hard by climate disasters.
The positive U.S. momentum in mitigation and adaptation since the
Biden-Harris election in 2020 must continue and accelerate to avoid a greater risk of damage to our ecosystem. This means we must (re)elect Democrats up and down the ballot, starting with the President! We look forward to hosting this panel to inform, educate, and inspire our Democrats Abroad global membership in this COP28 preview event.
