October 2025 Tax Door Knock Report



The Democrats Abroad Taxation Task Force visited Congressional offices in Washington D.C. from October 20-24 to continue conversations on tax reform for Americans abroad. This report serves as a summary of the meetings attended.

Overall achievements from the door knock included:

  • 44 meetings over 5 days
  • 26 Democratic offices
  • 17 Republican offices
  • 20 House offices
  • 24 Senate offices
  • 1 non-Congressional meeting

 

Top issues for discussion included:

  • Residency Based Taxation
  • GILTI
  • Combining FBAR & FATCA reporting
  • Non-US Pensions tax and reporting treatment

 

Highlights from the tax door knock include:

  • Garnering support for a GILTI exclusion for American abroad small business owners.
  • Identifying Democratic co-sponsors for the Residence-Based Taxation for Americans Abroad Act.
  • Ongoing discussions on combining FBAR & FATCA reporting
  • We delivered nearly 100 constituent tax horror stories to Congressional offices on behalf of DA members
  • Given the government shut down, a number of meetings were cancelled but we were also able to pick up additional meetings throughout the week and follow-up virtual meetings after the in-person door knock.

The Taxation Task Force is in ongoing conversations and work on progressing tax legislation for Americans abroad.

    1. Register to vote at votefromabroad.org starting on January 1, 2026 and cast your ballot in 2026 elections.
    2. Sign up for the Taxation Task Force mailing list, bookmark our emails from [email protected], and take action everytime we email you. (We don't send emails unless absolutely necessary, so it's worth reading when we do email you!)
    3. Ask your House rep to co-sponsor the Residence-Based Taxation for Americans Abroad Act when it is reintroduced this year instructions here.
    4. Ask your House rep to join the Americans Abroad Caucus.
