If you have having any problems downloading your ballot, PLEASE contact the PA SURE Help Desk IMMEDIATELY:

None of the links provided will work outside the U.S. The SURE Help Desk will send your ballot to you as a PDF attachment, but you must ask for it!
And deadlines for returning your voted ballot still apply: You must return your voted ballot by Mail, it must be Postmarked by Monday, November 5th AND Received in Pennsylvania by Tuesday, November 13th.
All overseas voters who requested an electronic ballot should have received an email from the PA Dept of State on Oct 1 with the following information:
SUBJECT: Important Message from the PA Dept. of State About Your Absentee Ballot Request
We are sending this email to make sure you were able to successfully download your absentee ballot and to remind you of the deadline to return your voted ballot. If you experience any issues downloading your absentee ballot, please contact our Help Desk at 1-866-472-7873 or by email at [email protected]
Please remember that your voted absentee ballot must be received by your county election office no later than November 13, 2018, and you must sign the affirmation indicating that your voted ballot was mailed no later than 11:59 PM on the day before Election Day.

If you can't access your ballot, please email or call your Local Election Official in Pennsylvania and ask them to send your ballot as a PDF attachment in an email.

Unable to download your Pennsylvania Ballot? Here's the fix!
Contact the Pennsylvania Department of State's Help Desk at 1-866-472-7873 or [email protected] and an employee will verify your identity and email you a ballot directly.
If your ballot for the November 6th General Election was sent to you by Email/Online, we’ve learned that the link in the email is not secure and will not work outside the US.
