We are excited to announce that the DPCA will be convening a Global Meeting on
Saturday, April 22, 2023 at 08:00 AM EDT (14:00 PM CET // 20:00 PM HKT // 22:00 PM AEST)!

The DPCA voting body will vote on the approval of the 2024 Delegate Selection Plan.
This will be held online via WebEx and is open to all DA members.
During this meeting we will also vote to confirm our 2023 Global Annual General Meeting dates and location
(announced as June 9-11, 2023, in Washington, D.C.).

Every four years, the Democratic Party begins designing the Delegate Selection Rules and a resulting nominating process for the next presidential election.
While the Rules drafting process begins anew after each Presidential election, many norms and traditions carry over, including a rule that lets some states hold their nominating contest early, which in 2024 will be South Carolina, Nevada & New Hampshire, Michigan, and Georgia.
Democrats Abroad has worked hard at crafting our Delegate Selection Plan, which is the guiding document as we play our part in nominating our Party's 2024 nominees for President and Vice President of the United States.
You can review a copy of our draft 2024 Delegate Selction Plan which was posted for public comment on our website on March 6, 2023, and submit your by writing to [email protected] through April 5, 2023.

2023 DA Germany Annual General Meeting
2023 will be an important year for Democrats Abroad Germany to come back together and reestablish our strong community of members. This will be our year to establish the foundation necessary to make sure we can hit the ground running in 2024. At Democrats Abroad Germany, our goal will always be to get each and every U.S. citizen in Germany to vote.
After almost three years of mainly meeting online, we are pleased to invite you to our upcoming Annual General Meeting in Ingelheim am Rhein. The official meeting will take place at the iCC Konferenzzentrum in Ingelheim from Friday, March 24 to Sunday, March 26.
If you are unable to attend in person, you still have the option to join the meeting online. To attend online, just RSVP to this event and we will share the login information a few days prior to the meeting.
We will also elect our new Executive Committee (ExCom). These are the leaders of DA Germany and includes several officers, nine at-large coordinators, and 14 Voting Representatives. You can learn more about the election process, who's running, and how you can run yourself here.

- Members of the newly elected Executive Committee will hold their first meeting to discuss the next steps and to get a chance to meet everyone.
- For those that are not from the region, we will visit the Museum bei der Kaiserpfalz for a guided tour. This includes the Ingelheim Imperial Palace, which served emperors and kings as a lodging and a ruling seat. Following the tour, everyone is welcome to have lunch together at a local restaurant.
Cost
For in-person attendance, we are asking for a donation of $35 for the main meeting on Saturday. The cost for meals are as follows:
- Friday cocktail reception: $15
- Saturday lunch: $10
- Saturday gala dinner (three-course meal): $65
Under the rules of the Democratic Party and Democrats Abroad, a fee for attending the meeting is not allowed. However, we kindly ask for a donation to cover use of the iCC Konferenzzentrum, drinks (coffee, tea, water, and more), technical equipment, copies, and supplies. We ask that you donate this amount to help us avoid drawing down the DA Germany treasury, which is devoted to getting out the vote. Participants do have to pay for meals.
We will collect information regarding any food allergies prior to the meeting to ensure that everyone will have something to eat.
If you are participating online, we would ask you to still consider making a donation of $15. To attend online, just RSVP to this event and we will share the login information a few days prior to the meeting.
Prize Draw and Silent Auction
As an additional part of our fundraising efforts, DA Germany will be hosting an AGM prize draw and silent auction. There will be a wonderful variety of exciting items you can win!
For the prize draw, tickets are as follows: $5 for 1 ticket or $20 for 5 tickets. You can get your tickets ahead of the event here or in-person at the AGM!

Accommodation
The Wiesbaden-Mainz Chapter has compiled a list of hotels and additional travel-related information for participants. Rooms for DA Germany have been reserved at IBB Hotel Ingelheim. Please call or email the hotel to ask for a room. More information on how to reserve a room can be found here.
Elections
We urge you to attend and vote in our upcoming election, as well as to consider running for one of the leadership positions. All details about the election can be found in the DA Germany Elections Rules and Procedures. To participate in the elections, you must RSVP to attend the AGM (via this event page) by 11:00 CET on Saturday, March 25.
The Nominations and Elections Committee (NEC) will be hosting online information sessions where potential candidates can ask about the election positions, election rules, DA Germany Executive Committee or other related DA Germany questions. The dates and times for these sessions will be announced soon.

To run in the election, a candidate must have been a member of DA for at least 30 days and reside in Germany on the day of the AGM (March 25).
The deadline for early nominations and candidate statements was Monday, February 27 at noon. Nominations may also be made from the floor on the day of the election.
A list of candidates can be found on the DAG Election page. Letters of endorsement will be posted by March 13.

Stipends for Attending
DA Germany understands the accompanying financial cost of attending the AGM, which is why we are offering five stipends to enable more members to attend. The deadline to apply for a stipend has passed.
Changes to DA Germany Bylaws
While we discussed and voted on amendments to DA Germany’s Bylaws at last year's AGM, and we typically strive to do this only every other year due to time constraints, you still have the right to submit proposed amendments to the Bylaws Committee. Members were welcome to propose an amendment by February 20, 2023. If you have any questions, please email [email protected].
You can find a copy of the current DAG bylaws here to help you formulate proposed changes. The bylaws were last amended in March 2022.
Once you RSVP to attend, you will be taken to the ticket page to purchase the meals and to donate to attend the meeting.

September News: Improving Outreach to AAPI and Hispanic Voters
With just 50 days left until the November elections, time is of the essence. As overseas voters, we cannot wait until the last minute to make sure we can vote in the midterm elections on Nov 8, 2022. If you have not requested your ballot yet, visit VoteFromAbroad.org now! Deadlines to request your ballot are approaching, and there is no excuse to not vote this year. There is a lot at stake, and we cannot let Republicans gain control of Congress.
This Saturday, September 24, states will begin sending out ballots. If you asked to receive your ballot by email, you should get your ballot that day (check your inbox and spam folder). Should you not receive anything on the 24th or shortly thereafter, get in touch with your local election office immediately. If you asked to receive your ballot via postal mail, it should arrive soon after Sep 24, 2022. You can still change how you receive your absentee ballot (we recommend email to avoid postal mail delays!) by completing and submitting a new ballot request form at www.votefromabroad.org. Your local election official will note your most recent request and discard previous submissions.
On Thursday, September 22, 2022, join us for “Shifting Tides - Reaching Asian American and Latino Voters.”. We will be speaking with Kathay Feng, National Redistricting Director of Common Cause, and Rudy Espinoza, Co-chair of the California Latinx Dems. Together with the Global Hispanic Caucus and the California State Team, we'll discuss what can be done about the move by Asian Americans and Latinos away from the Democratic Party: What can we do about this, and what do we need to know?

Racial and Ethnic Bias in Asian American Healthcare
As with other forms of structural racism in the U.S., healthcare for Asian Americans has suffered from poor quality data collection and management, along with racialized stereotypes that affect diagnosis, treatment, and ongoing healthcare management.
Recent studies have noted that clinical decision-making is negatively influenced by providers’ racial biases, disease stereotyping by race, and increasingly by the use of racially biased clinical algorithms for diagnosis and treatment. While some conditions may be more closely linked to patients with certain genetic ancestries, genetic ancestry is often poorly correlated to disproven notions of race, and contributes to ongoing racial disparities in healthcare.

June News: Continuing to Fight and Celebrating Pride Month
The news from the U.S. Supreme Court is shocking, but also not unexpected. Like many of you, I am enraged and very concerned about what the future for women looks like. Many of you may be feeling defeated and helpless, but we must vote in November. We cannot let more Republicans take control of our legislatures and continue to chip away at our rights. Make sure that you have requested your ballot today by visiting our newly-redesigned VoteFromAbroad.org website, so we can keep and grow our majority in the U.S. Senate and House.
We hope that everyone has had time to celebrate Pride this month. The tragic shooting in Oslo, Norway and the ongoing attempts by U.S. state legislatures to take away the rights of trans youth make it clear that we must do what we can to protect them and the entire LGTBQ+ community. We cannot say it enough: Request your ballot today and tell everyone you know to do the same. And check out the Democrats Abroad LGBTQ+ Caucus event page to see what events they have planned for Pride.
Before we head into a summer break, join us on July 14th to hear from APIAVote's Kyle Van Fleet. Kyle will be speaking about mis- and disinformation and its impact on voters, particularly AAPI voters.

AAPI Mental Health Crisis
As part of our monthly newsletters, the AAPI Caucus will be sharing information on key issues affecting the coming elections that will impact AAPI communities at both the state and federal levels. In this newsletter we consider the rising tide of violence and racism against AAPI people, its effect on their mental health, and disparities and access to adequate health care along with some actions taken at the Federal level.
May was AAPI Heritage Month and it was also Mental Health Awareness Month. The continued increase in anti-Asian hate crimes has had a profound effect on AAPI mental health, compounded by the existing inequities in healthcare systems and disparities in health outcomes caused by structural racism.

May News: Celebrate AAPI Heritage Month with Us!
Earlier this month, the Supreme Court’s leaked draft opinion signaling the likely overturn of Roe v. Wade was a shocking development. While the removal of abortion rights is not unexpected based on the Court’s current composition, it was still a major surprise. Many of you may be frustrated, mad, and even feeling hopeless, but we cannot stop now. As Vice President Kamala Harris stated following the failed vote on the Women’s Health Protection Act, “We [...] clearly know we need to elect pro-choice leaders from the local, to the federal level who will defend and uphold a woman’s right to make decisions about her own body.”
If this decision goes forward in the form that was leaked, many other rights may also be affected, including interracial marriage and the decriminalization of homosexuality. We need everyone to vote in November and to make sure their friends and family are also voting. If you haven’t requested your ballot, go to votefromabroad.org today!
Immediately after the leak, we were grateful to speak with Sung Yeon Choimorrow, Executive Director of the National Asian Pacific American Women’s Forum. She talked about the “Auntie” network that they are building for outreach to ensure that our community is informed of their rights, and also emphasized how impactful a ban on abortion could be to the AAPI community. If you missed this eye-opening event, you can watch the recording.
We kicked off AAPI Heritage Month with Congresswoman Grace Meng (NY). She spoke about the importance of AAPI voters, her experience growing up as Asian American, and the challenges still facing the AAPI community, especially in light of the rise in anti-AAPI hate.

Voting Issues: Election Disinformation and Its Impact on AAPI Voters
The AAPI Caucus will be sharing information on key issues affecting the coming elections that will impact AAPI communities at both the state and federal levels. This month, we explore Election Disinformation and Its Impact on AAPI Voters.
Background
In recent reports (Brennan Center for Justice, Pew Trust, Common Cause, among others), it was noted that 1 in 3 U.S. citizens, and nearly 80% of Republicans still believe that the presidential election was illegitimately stolen from Donald Trump. Mistrust in the voting process has led to the widespread use of targeted disinformation by Republicans and restrictive voting legislation has passed in several states, as well as harassment of election officials. Election disinformation has targeted communities of color, including social media and messaging platforms used by these communities. Researchers have noted that people believe disinformation claims, because they trust the source of the claims.
There are differences in how false narratives are used. Common Cause, in their work on combating voter disinformation, defines these false narratives as Information Disorder and their intersection from falseness to intent to harm:
Disinformation is content that is false (even if it contains some truth) and deliberately created to harm a person, social group, organization or country.
Misinformation is false information but it is differentiated from disinformation by lacking an intent to harm any person, group or organization.
Malinformation is content that is accurate but is intentionally manipulated to cause harm, including voter suppression or voter confusion.

We have been busy getting our events for AAPI Heritage Month lined up, which starts in just a few days. We are excited to announce that we will be speaking with Congresswoman Grace Meng (NY) on Sunday, May 1, 2022, to kick off the month! Congresswoman Meng will talk with us about continuing to engage the AAPI voter community and why AAPI Heritage Month is important.

Voting Issues Briefing: Redistricting and Asian-Americans
As has been well documented (see Pew Research Center among others), Asian Americans are the fastest growing ethnic group in the U.S., nearly doubling to 22.4 million between 2000 and 2019, and projected to surpass 46 million by 2060. The Asian American population comprises many diverse groups, with Chinese Americans being the largest group followed by Indian Americans, Filipino Americans, Vietnamese Americans, Korean Americans and Japanese Americans, this group of six ethnicities comprises 85% of all Asian Americans. Aside from Hawai’i (with 57% of its total population identifying as Asian American), California, Washington, New York, New Jersey and Nevada have the largest overall populations of Asian Americans.

The AAPI Caucus will be sharing information on key issues affecting the coming elections that will impact AAPI communities at both the state and federal levels. In this post we provide an update on redistricting, gerrymandering and the impact on representative Asian Americans and their communities.
Redistricting Update - April 2022
Congressional maps delineating district borders must be redrawn every ten years after the decennial census to account for shifts in population, to ensure that districts are correctly mapped to represent changing populations and communities. As the current redistricting process which began in 2021 nears its conclusion, there appears to be a shift of 12 congressional seats to the Democrats. But the Republicans are also seeing an increase of seats, and with complex litigation in some states regarding redistricting and a conservative Supreme Court, there will be an uphill battle to maintain the house majority.

March News: Protect Our Climate and Put an End to Anti-AAPI Hate
Spring is around the corner and the primary season is officially underway. Have you requested your ballot yet? There are important primaries coming up in May, so now is the time to visit votefromabroad.org to get in your request and to make sure you can vote this year. It is critical to request your ballot early, since many states are working to make voting more difficult. You can read more below about the restrictive voting legislation being introduced that will also impact AAPI communities at the state and federal levels.

This week, we are hosting an event with the Democrats Abroad newly established Environment & Climate Crisis Council(ECCC). Join us on Wednesday, March 16, as we hear from renowned author and activist Dr. Craig Santos Perez. He will share his poetry from his new book and discuss with us the intersection of poetry, climate change and eco-politics.
On Wednesday, March 23, we will also host two events in honor of the one-year anniversary of the tragic shooting in Atlanta, where 8 people were murdered, 6 of them Asian women. We will be offering a space for people to gather, reflect, and share about how they are feeling one year later. You can RSVP to attend either the event at an Asia Pacific-friendly time or a Europe, Middle East, Africa and Americas-friendly time.

With the failure of the Senate to pass the John Lewis Voting Rights Act in January, introduction of state-level legislation to restrict voting access has continued to increase, impacting both individuals’ ability to vote and undermining the electoral process. If enacted, it would disproportionately affect voters of color.

January News: Happy New Year - Have You Requested Your Ballot?
Happy New Year! On behalf of the AAPI Caucus Steering Committee, we hope you had a healthy, happy, and positive start to your 2022. We have a lot of work ahead of us as we begin getting out the vote, and we’re looking forward to working with you to come out on top in November.
If you haven’t already, we really encourage you to already put in your request for your ballot at votefromabroad.org. The earlier you get your request in, the better! Not only are the midterms in November important, but you should also participate in your state’s primaries to make sure the candidate you want gets on the ballot. The first major primary is in Texas on March 1st, 2022. Texas voters have already begun to receive their ballots, so make sure you request today!
Democrats Abroad is also calling all of members from Texas. If you are interested in helping us phone bank, please visit our website to find upcoming training sessions and all the necessary materials for our ongoing campaigns.
We have a lot of interesting events coming up starting in February. Join us on Thursday, February 3, 2022, for our Lunar New Year Celebration or on Sunday, February 6, to discuss the third episode of the PBS Documentary “Asian Americans”. On Saturday, February 26, the DA Germany Saxony Chapter will host author Willy Wilkinson to discuss his book Born on the Edge of Race and Gender: A Voice for Cultural Competency.
And in case you missed it, we were honored to co-host “Why We Can’t Wait” with the DA Reparations Task Force, the Global Black Caucus, and Global Progressive Caucus. We heard from representatives from Nikkei Progressives, Nikkei for Civil Rights and Redress, and Human Rights Watch about the history of the Japanese-American post-WWII Reparations and Black Reparations movements, how such redress has impacted both groups, and why we should continue fighting for this legislation at local, state, and national levels. Join the AAPI Caucus Steering Committee
The AAPI Caucus is looking to strengthen its global leadership team. As a member of the Steering Committee, you will help guide the caucus and set its agenda. Steering Committee members are asked to also volunteer with one of our working groups (events & speakers, communications & outreach, issues, or voter outreach). The Committee meets every two weeks online and members can expect a time commitment of approximately 5 hours a week.

June News: From APA Heritage Month to Pride Month
We hope you enjoyed our Asian Pacific American Heritage Month events! In May, we hosted 11 events and had broad participation from around the world. Our cooking classes (Korean Street Food and Filipino Chicken Adobo) were hugely popular - they had the highest turnout. Don’t forget to check out some of the other events we held - some of them are online on our YouTube channel and can be watched at any time. We look forward to seeing you at our other AAPI events!
June is Pride Month. To celebrate, our caucus will be exploring the intersections between AAPI and LGBTQ+ identities in partnership with the Global LGBTQ+ Caucus. We’ll be hosting a segment of the Pride Marathon on June 20 (more details below). And join us on June 25 for a Q&A session with Professor Amy Sueyoshi, Associate Dean of Ethnic Studies at San Francisco State University, on her work with the Seen and Unseen Exhibit, which explores the history of LGBTQ people in the Japanese American community before 1945. As we wind down from the Democrats Abroad Global Meeting last month, we will also begin developing tools to help country committees increase their outreach to Asian Americans and Pacific Islanders in their countries. Asian Americans and Pacific Islanders are the fastest growing racial group in the United States, and our votes can make the difference in states like Arizona, Pennsylvania, and Georgia. COVID-19 hits Asian American employment especially hard
The COVID-19 pandemic and the ensuing recession have hit Asian Americans especially hard, according recent media reports in Bloomberg and NBC News, and a Working Paper of the Federal Reserve Bank of Chicago.
Luojia Hu and B E. Honoré, the authors of the FRB Working Paper, cited a 14% drop in Asian American employment between the first and second quarters of 2020. This was the highest drop in employment amongst the White, Black, Hispanic and Asian American groups.
And while the employment rate of white men had recovered by the third quarter to approximately 4 percentage points below first quarter levels, all of the minority groups had not recovered to the same degree, lagging between 6 and 7 percentage points below first quarter levels.
This trend is broadly corroborated by the news media. According to Reade Pickert of Bloomberg, “in the final three months of 2020, almost half of jobless Asians had been out of work for at least 27 weeks - a bigger share than White, Black or Hispanic Americans.“
