Volunteer with the DA State Teams to help ensure votes from abroad are the margin of victory in elections up and down the ballot!

DA’s State Teams focus on voter education, voter participation and advocacy in crucial states, and are open to all members of Democrats Abroad who vote in or want to mobilize voters in the states represented. We share our experiences, our knowledge of the process of voting from abroad and other election information that has a real and measurable impact in crucial elections up and down the ballot.

State Team Lead*

Core Task

State Team Leads are the appointed leading organizers and primary organizational spokespersons for their respective State Teams. Their role includes planning and approval of all activities, coordination within and amongst the teams, voter education and advocacy pertinent to their state as well as events and inreach/outreach their State Team engages in to further DA’s mission of getting out the vote from abroad. State Team Leads are the primary point persons between their team and the DA State Teams Coordinator and DA State Teams IT Liaison. 

Skill Set

Working knowledge or willingness to learn DA/VFA organizational structures, guidelines and best practices; Leadership development and group facilitation; In-depth knowledge of their state’s electoral and advocacy needs; Planning in advance; Task and project management

People in Role &
Time Commitment

This position could be held by one person or divided between a group of 1-3 Co-Leads, with one individual as the primary point person of the State Team. The time commitment is around 15-20 hours per month (given the State Team Lead role is held by one person and the lead is not concurrently managing other team roles).

Adjunct Tasks

  • Maintains routine contact with DA State Teams Coordinator
  • Primary oversight over all State Team-related activities and incorporated volunteers
  • Attends monthly State Team Leads Meetings to share team progress and coordinate with peer team leads
  • Attendance in or maintained awareness of DA DPCA Global & Regional activities, especially as they relate to GOTV
  • Primary coordination (or delegation of) scheduling, planning, and executing Team Meetings (monthly/bimonthly as needed)
  • Coordinates with DA State Team IT Liaison regarding email broadcast outreach and posting of team events ad hoc
  • Meets with global GOTV team as needed to discuss strategic planning, assist in developing phonebanking campaigns for their state, helps to set timeline for communications to DA state members, and advocates for GOTV for key races in their state
  • Encourages/organizes fundraising to further state-specific electoral and issue campaigns

Voter Assistance Point Person
 

Core Task

 

 

 

 

The Voter Assistance Point Person is the leading VFA organizer for the team, and oversees voter assistance and engagement efforts their State Team participates in to help get out the vote (GOTV) from abroad. The Voter Assistance Point Person is the primary contact between the team and the DA Global VFA Coordinator and DA GOTV Team.

Skill Set

Working knowledge or willingness to learn DA/VFA organizational structures, guidelines and best practices; In-depth knowledge of their state’s voting processes, electoral cycle, and inreach/outreach needs as they apply to voters abroad; Trained in or willingness to learn DA/VFA Voter Assistance and currently utilized CRM platform(s); Anticipates and plans in advance; Detailed and succinct communicator; Able to work independently with guidance

People in Role &
Time Commitment

This position should be held by one person as the primary State Team Voter Assistance contact and be supported by a group of state-specific Voter Assistance volunteers. The time commitment is around 10 hours per month but will likely increase leading up to and during election cycles (given the Voter Assistance Point Person is not currently managing other team roles).

Adjunct Tasks

  • Maintains routine contact with their respective State Team Lead, LEO Liaison and Voter Protection Liaison
  • Takes initiative to remain up-to-date with DA Global GOTV strategies and plans, including being a recipient of DA Global GOTV updates on utilized platforms
  • Recruits voter assistance volunteers and mentors them through the process of training for voter assistance and currently utilized CRM platform(s)
  • Ensures that questions coming in to the team’s XX@ email address, through the FB pages and on CRM platform(s) are addressed in a timely manner
  • Escalates voter assistance inquiries as necessary via email, CRM platform(s), or other venues as determined by the organization
  • Ensures that voter assistance volunteers are delegated to the various DA channels and ready to answer voter questions
  • Prepares educational materials to support voter assistance

 



LEO (Local Election Official) Liaison

Core Task

The LEO Liaison is the primary contact person between the State Team and the respective state’s Local Election Office(s) and takes initiative to remain up-to-date in order to relay election cycle voting calendars and schedules to the team. The LEO Liaison works closely with the team’s Voter Assistance Point Person and Voter Protection Lead, and ensures voters encountering voting issues receive timely and satisfactory answers/follow-up to their voting challenges.

Working knowledge or willingness to learn DA/VFA organizational structures, guidelines and best practices; In-depth knowledge of their state’s voting processes, electoral cycle, and inreach/outreach needs as they apply to voters abroad; Trained in or willingness to learn DA/VFA Voter Assistance as well as CRM platform(s); Anticipates and plans in advance; Detailed and succinct communicator; Able to work independently with guidance

Time Commitment

This position can be held by one person, but it would be helpful to have 2-3 people for states with numerous, populous and/or challenging voting districts. The time commitment is around 2-3 hours per month outside of GOTV, and 4-6 hours per month within the election cycle (given the LEO Liaison is not currently managing other team roles).

  • Maintains routine contact with their respective State Team Lead, Voter Assistance Point Person and Voter Protection Lead
  • Maintains a contact list of UOCAVA specific election officials
  • Researches, analyzes and relays state election cycle voting calendars
  • With the Voter Protection Lead, tracks recurring issues voters abroad experience to support voter protection efforts
  • Assists with drafting and reconciliation of voter education materials

 



Voter Protection Lead

Core Task

The State Team’s Voter Protection (VP) Lead will assume and maintain primary oversight and correspondence with voters abroad who encounter voting registration, ballot request and/or ballot return challenges as identified and escalated by the team’s Voter Assistance Point Person (or any other DA voter assistance volunteer). The VP Lead works closely with the team’s Voter Assistance Point Person and LEO Liaison, and ensures voters encountering voting issues receive timely and satisfactory answers to their voting challenges. As circumstances provide, the VP Lead assumes primary correspondence management between voters encountering challenges, LEOs, the team’s Voter Assistance Point Person/LEO Liaison,  the DA Global VP Coordinator (or equivalent officer), and the DA Global VFA Coordinator. Where applicable, the VP Lead will work together with the state Democratic Party’s Voter Protection team and/or the Secretary of State’s/Board of Elections’ overseas voting liaison.

Working knowledge or willingness to learn DA/VFA organizational structures, guidelines and best practices; In-depth knowledge of their state’s voting processes, electoral cycle, and needs as they apply to voters abroad; Trained in DA Voter Assistance, Voter Protection and CRM platform(s); Detailed and succinct communicator; Beneficial to have a legal background but not necessary; Able to work independently with guidance

Time Commitment

This position should be held by one person. The time commitment is around 1-2 hours per month outside of GOTV, and 7-10 hours per month within the GOTV cycle (given the VP Lead is not currently managing other team roles).

  • Maintains routine contact with State Team Lead, the team’s Voter Assistance Point Person, the team’s LEO Liaison and the DA Global VFA Coordinator.
  • When appropriate, coordinate with DA’s Global VFA Coordinator to contact the State Democratic Party’s Voter Protection team and/or the Secretary of State’s/Board of Elections’ overseas voting liaison in order to address recurring or critical voting issues
  • With the LEO Liaison, tracks recurring issues voters abroad experience and alerts voter assistance volunteers ad hoc

 



Volunteer Coordinator

Core Task

The Volunteer Coordinator is the team's leading volunteer recruitment and engagement organizer, and works with prospective and/or actual volunteers interested in furthering the goals of the State Team to help get out the vote from abroad in their state. The Volunteer Coordinator is the primary contact between volunteers, the team, the DA State Teams Coordinator, and the DA Global Volunteer Coordinator (or other equivalent officer).

Skill Set

Working knowledge or willingness to learn DA/VFA organizational structures, guidelines and best practices; In-depth knowledge of the issues and motivational factors that inspire volunteers to take action at the state level; Flexible to meet 1:1 with prospective volunteers; Maintains an understanding of the State Team volunteer needs; Able to work independently with guidance

Time Commitment

This position could be held by one person or divided up into smaller, more manageable tasks. The time commitment per task would be around 2-4 hours per month (given the Volunteer Coordinator is not also currently managing other team roles).

Adjunct Tasks

  • Maintains routine contact with State Team Lead
  • Seeks out core volunteers for the State Team as well as team members who can support the efforts of the team
  • Collaborates with the team’s Events Coordinator regarding event RSVPs/attendees for the purposes of furthering outreach/recruitment
  • Coordinates with DA State Team IT Liaison regarding Volunteer Sign-ups on the team’s sign up page and requesting the current Volunteer List to engage with volunteers
  • Finding and organizing volunteers, and coordination of volunteer appreciation
  • With guidance from the State Team Lead, communicates with global teams, CCs and chapters to promote State Team volunteer opportunities
  • Maintains communication with volunteers via email, Signal chat, etc. per GDPR guidelines.

 



Events Coordinator

Core Task

The Events Coordinator is the team’s leading organizer regarding meetings and events, and coordinates with the State Team Lead to schedule, post, manage, and follow-up regarding team meetings and events for furthering the goals of the State Team to help get out the vote from abroad. The Events Coordinator should be an Admin for the respective team’s Event web page and serves as the primary contact regarding event planning between the team, the DA State Teams Coordinator, the DA State Teams IT Liaison, and the DA Global Events Coordinator (or other equivalent officer).

Skill Set

Working knowledge or willingness to learn DA/VFA organizational structures, guidelines and best practices; Skilled in or willingness to learn and provide technical support for DA’s event platforms (Zoom, WebEx, etc.) and DA-specific platforms (global calendar, Wiki, etc.); knowledge of event production including planning, content drafting, posting, promotion, outreach, hosting; Knowledge of the issues and motivational factors that inspire volunteers to take action at the state level; Group facilitation, task and project management; Knowledge of their state’s electoral and issue needs; Able to work independently with guidance

Time Commitment

This position could be held by one person or divided up into smaller, more manageable tasks. The time commitment per task would be around 10-15 hours per event from event pre-planning and through event follow-up.

Adjunct Tasks

  • Maintains routine contact with State Team Lead, the team’s Comms Lead, the DA State Teams Coordinator and DA State Teams IT Liaison
  • Posts events and team meetings to State Team events pages in coordination with State Teams IT Liaison
  • Schedules WebEx/Zoom event venue and coordinates tech teams
  • With approval of DA State Team Coordinator/DPCA ExCom, organizes guest speakers and candidates for panels
  • Collaborates with other teams, DA Caucuses, Task Forces, CCs, etc. 
  • Ensures event timelines are in place; creates, manages and adapts event Run of Show and updates and notifies applicable parties to any revisions
  • Schedules and plans volunteer action events/action hours for phonebanking, voter assistance or trainings
  • Advertises events in coordination with the team’s Comms Lead and the DA/VFA Global Communications Teams

 



Communications Team

Core Task

The Comms Team coordinates with the State Team Lead, the DA State Teams IT Liaison and DA State Teams Coordinator for drafted emails to DA members who vote in their state and population of content for the team website. A member of the Comms Team should be a certified Admin for the respective state team’s News/Events web pages. The Comms Team also maintains an active status on social media channels or coordinates with the DA Global Comms team for content posting, and has at least one person as an Admin on the States Abroad Facebook groups.

Working knowledge or willingness to learn DA/VFA organizational structures, guidelines and best practices; Working knowledge of their state’s voting processes, electoral cycle, and needs as they apply to voters abroad; Knowledgeable of or willingness to learn and keep up-to-date on both DA and general communications/social media best practices; Communications background is beneficial but not required; Anticipates and plans in advance; Detailed and succinct communicator; Able to work independently with guidance

These positions could be held by one person or be divided up amongst a number of volunteers, preferably by task. The time commitment per task would be around 2-4 hours per month.

Communications Lead: 

  • Maintains routine contact with State Team Lead
  • Makes the proposed calendar for emails/content drops/campaigns

Social Media Team: 

  • Responsible for creating event listings on the State Team Facebook page and posting content after meetings and events (ex. summary of an event)
  • Assists in the management of social media pages 
  • Create visual and video content for social media, particularly ahead of elections and events, and share with DA social media teams
  • Identifies ways to expand our social media presence - e.g. Instagram, Facebook live, etc.

Website Manager:

  • In collaboration with the State Team Lead and State Teams IT Liaison, updates official DA State Team News and Information pages with pertinent content

Content Creator: 

  • Writes summaries of meetings/events, prepares the graphics and descriptions for events, etc. to be posted on Facebook/DA website

 



Study Abroad Liaison

Core Task

The Study Abroad Liaison is the team’s leading organizer for education, advocacy, and outreach regarding voting from abroad for students of the respective state’s higher-learning institutions which facilitate Study Abroad programs. The Study Abroad Liaison maintains a list of such in-state institutions and documents contact and outcomes from outreach that are helpful for students abroad to vote while traveling and/or living in their host countries. The Study Abroad Liaison is the primary contact between the State Team, the DA State Teams Coordinator, the DA Global Study Abroad Coordinator (or other equivalent officer) and the DA Vote from Abroad Coordinator.

Skill Set

Working knowledge or willingness to learn DA/VFA organizational structures, guidelines and best practices; Knowledge of their state’s voting processes, electoral cycle, and needs as they apply to voters abroad, particularly relating to study abroad students; Working knowledge of state-level higher learning institutions; Able to work independently with guidance

Time Commitment

This position could be held by one person or divided up amongst a group of volunteers. The time commitment per task would be around 2-4 hours per month, potentially more periodically as cohorts of students depart for their time abroad.

Adjunct Tasks

  • Maintains routine contact with State Team Lead and DA Global Study Abroad Coordinator (or other equivalent officer)
  • Creates and maintains a list of in-state higher-learning institutions as well as state-based public, private, and satellite universities
  • Communicates independently with higher-learning institution Study Abroad program coordinators with educational materials in coordination with the DA Vote from Abroad Coordinator
  • Contacts state institutions’ international/Study Abroad offices to provide information on voting from abroad (must be done in non-partisan fashion) and maintains contact as appropriate
  • Tracks and documents outcomes of correspondence

 



In-State Political Analyst

Core Task

The In-State Political Analyst obtains and reconciles a solid understanding of the political landscape within their state in order to provide the team with relevant information to plan their get out the vote efforts for each election cycle. This includes analyzing which races and districts the State Team can most effectively target in their efforts to turn out the vote from abroad. The In-State Political analyst also works closely with the State Team Lead, together with the DA State Team Coordinator and DPCA ExCom, to help ensure the state’s respective Democratic Party affiliates are familiar with and take into account voters living abroad in their organizing and programmatic efforts to get out the Democratic vote.

This position should be held by one person (and potentially supported by others) for work with state Democratic Party affiliates and stakeholders. The time commitment is around 2-4 hours per month.

Adjunct Tasks

  • Maintains routine contact with State Team Lead, DA State Team Coordinator as well as the team’s LEO Liaison/VP Lead as issues arise
  • In coordination with the State Team Lead, DA State Team Coordinator and DPCA ExCom, connects with stakeholders within the state to disseminate resources and educational materials about voting from abroad for use on State/County Party websites and/or social media, communicates with party leaders and members, etc. 
  • Gathers information to aid in strategic planning for GOTV
  • Analyzes data for comprehension of the distribution of voters abroad in order to effectively target and engage voters 
  • Facilitates the State Team’s involvement or participation in State Party/ASDC events, notably State Democratic Conventions
  • Researches local/state/Congressional districts and offices
  • Prepares candidate information for state and local races

 



In-State Public Relations Lead

Core Task

The In-State Public Relations Lead is the team’s leading organizer for outreach and advocacy within the state for that state’s voters abroad, including obtaining earned media, fostering state-level press contacts and educating/corresponding with grassroots groups and organizations. The In-State Public Relations Lead is the primary contact between the State Team, the State Team Comms Team, the DA State Teams Coordinator, and the DA Global Press Coordinator (or other equivalent officer).

Skill Set

Working knowledge or willingness to learn DA/VFA organizational structures, guidelines and best practices; In-depth knowledge of (and optimally fostering ongoing relationships with) their state’s media and press affiliates; Knowledge of respective state-level media markets; Working knowledge of their state’s voting processes and needs as they apply to abroad voters; Anticipates and plans in advance; Detailed and succinct communicator; Able to work independently with guidance

This position should be held by one person. The time commitment is around 2-4 hours per month.

Adjunct Tasks

  • Maintains routine contact with State Team Lead
  • Obtains earned media and state-level press outreach educating about and advocating for the state’s voters living abroad
  • Develops/maintains relationships with (and documents contact information for/correspondence with) in-state media and press affiliates
  • Shares earned media and press regarding voting abroad with the state team, State Teams Coordinator, and DA Global Press/Comms Coordinators
  • Engage with statewide groups (attend meetings, follow on social media, joins campaigns)

 



Legislative Liaison

Core Task

As circumstances provide, the Legislative Liaison is the leading team organizer for voter abroad legislative advocacy at the state level. The Legislative Liaison oversees all activities pertaining to state-level legislative advocacy and is the point person for legislative initiatives between the State Team and both the DA State Teams Coordinator and the DPCA ExCom. Further, the Legislative Liaison coordinates and communicates advocacy needs pertaining to general DA membership involvement and outreach with the DA State Teams Coordinator and DA Global VFA Coordinator.

Skill Set

Working knowledge or willingness to learn DA/VFA organizational structures, guidelines and best practices; Comprehensive knowledge of their state’s voting processes, electoral cycle, and needs as they apply to voters living abroad; In-depth knowledge of state-level politics and legislators, the individual state legislative process, and pertinent legislative committees; Highly beneficial to be trained in DA Voter Assistance and Voter Protection; Anticipates and plans in advance; Detailed and succinct communicator; Able to work independently with guidance

Time Commitment

This lead position should  be held by one person, and additional tasks should preferably be divided up amongst a number of volunteers working in task-related teams. The time commitment is around 2-4 hours per month outside of the legislative session. Within the respective legislative session, the demand can be 10-15 hours per week, depending on whether or not specific legislation was introduced in coordination with DA (is in “chaperoned” status), including but not limited to being under review and/or introduced in the state.

Legislative Liaison:

  • Maintains routine contact with State Team Lead
  • In collaboration with the State Team Lead, maintains/develops relationships with legislators and in-state advocates 
  • Coordinates meetings with key stakeholders in the process of advocating for potential or current legislation
  • Where additional volunteers/teams are involved, the Legislative Liaison oversees the coordination between them 

Tasks which could be allocated to additional teams/volunteers: 

Advance Team: 

  • Analyzes and relays state legislative activities and opportunities, including but not limited to prospective legislative sponsors and allies, committee and session hearing dates/information, and any forums that present an opportunity to lobby for voter abroad legislation
  • Collaborates with State Team Lead and DA State Teams Coordinator to arrange initial outreach to prospective sponsors and stakeholders

Research Team: 

  • Reviews state-level codes and statutes for both current practice and for opportunities to expand and/or enfranchise voters abroad
  • Tracks proposed legislation for bills that could impact voters living abroad, either positively or negatively
  • Collaborates with State Team Lead and DA State Team Coordinator to respond to upcoming legislation, propose changes to existing legislation and/or prepare relevant information for the other legislative teams

Narrative Resource Team: 

  • In conjunction with the State Team Lead and DA State Team Coordinator, develops and maintains state-level talking points and supporting resources to supplement our voting abroad advocacy narrative and goals

Advocacy & Testimony Team: 

  • Recruits volunteer witnesses, develops a rapport with and prepares members to share their stories with legislators within 1:1 meetings or committee/session hearings
  • Q&A prep for potential questions member witnesses may receive
  • Ensures schedules for hearings and testimonies are distributed in timely manner to all stakeholders
