What's on the Agenda in Nairobi: Key Resolutions for the VMF Community


At the end of this month, Democrats Abroad members will gather in Nairobi for the Annual Global Meeting, where twelve resolutions are up for consideration by DPCA voting members. Several of these are relevant to our Veterans and Military Families (VMF) community. For members of the VMF Caucus who also serve as DPCA Voting Representatives, please see the below information for a summary of notable resolutions that have been proposed.

R3: On Supporting Impeachment and Accountability for the War in Iran

This resolution, put forward by VMF Caucus Steering Committee member Anna Marie Mattson of DA France, honors the 13 U.S. service members killed in Operation Epic Fury and calls for full accountability for those who authorized an unconstitutional war. It urges Congress to use all available powers, including impeachment and removal from office, to bring about accountability for those responsible, including President Trump, Secretary of Defense Pete Hegseth, and Secretary of State Marco Rubio. The resolution recognizes that those who serve deserve to be sent into harm's way only when properly authorized under the Constitution and the laws of the United States. 

R9: On the Protection and Support of U.S. Citizens Abroad

When Operation Epic Fury launched, families at NSA Bahrain received an authorized departure notice, had it abruptly postponed, and then 42 minutes later got a missile warning telling them to seek hardened shelter immediately. The DoD and our government failed them. This resolution speaks to that failure and beyond.

Veterans and military family members who choose to remain overseas after service, or who live abroad for any reason, may not always have the protection of DoD as a backstop. We rely on the State Department's American Citizens Services unit for consular support in a crisis. This resolution calls on our leaders to strengthen that system: better emergency preparedness plans, clearer communication through STEP and official channels, and timely evacuation assistance when the government knows danger is coming. It also asks Congress to flag conflict zones abroad for IRS disaster relief eligibility.

R12: On Foreign Policy Discussion Guidelines

Current DA communications guidance has created uncertainty about how and when leaders can comment on U.S. foreign policy in their official capacity. For a caucus focused on veterans and military families who care deeply about these issues, resolving that uncertainty is a key issue.

This resolution calls on the DA Executive Committee to align its communications and leadership guidance with the DA Charter, which does not contain a blanket ban on foreign policy discussion. If passed, DA leaders would have clearer guidance to speak to the issues their members are living through when it involves foreign policy matters.


All twelve resolutions are expected to be voted on at the AGM, with six anticipated to pass via unanimous consent while the others are put up for debate.
