*NEW DATE* Congressman Don Beyer on the Tax Simplification for Americans Abroad Act

Join Democrats Abroad as we welcome Congressman Donald Beyer (D, VA-08), Member of the Ways & Means Committee, Member of the Congressional Americans Abroad Caucus, and sponsor of the Tax Simplification for Americans Abroad Act (H.R. 5432). If enacted, H.R. 5432 would do 3 things:

  • Create a simplified tax return form to help make it easier for Americans filing from abroad who owe no U.S. tax
  • Eliminates double taxation for pensions and retirement distributions (including Social Security benefits), scholarships, fellowship grants, disability benefits, childcare expenses, family medical leave, and unemployment benefits
  • Consolidates the FBAR into FATCA, increasing the filing threshold, and eliminating the requirement to report to FinCEN

Don Beyer, Congressman (Virginia 8th District)

Congressman Don Beyer is serving his fifth term as the U.S. Representative from Virginia’s 8th District, representing Arlington, Alexandria, Falls Church, and parts of Fairfax County. He serves on Congress' Joint Economic Committee, and also serves on the House Committee on Ways and Means. 

He was the Lieutenant Governor of Virginia from 1990 to 1998, and was Ambassador to Switzerland and Liechtenstein under President Obama. Rep. Beyer’s signature work as lieutenant governor included advocacy for Virginians with disabilities and ensuring protections for Virginia’s most vulnerable populations as the Commonwealth reformed its welfare system in the mid-1990s. Rep. Beyer was Virginia’s Democratic nominee for governor in 1997.

After leaving office, Rep. Beyer spent fourteen years as Chair of Jobs for Virginia Graduates, a highly successful high school dropout prevention program, and was active for a decade on the board of the D.C. Campaign to Prevent Teen Pregnancy. As Chair of the Virginia Economic Recovery Commission, he helped pass permanent pro-business reforms and was co-founder of the Northern Virginia Technology Council.

President Obama nominated Rep. Beyer to serve as Ambassador to Switzerland and Liechtenstein in 2009. He used his position to advocate for stricter sanctions to compel Iran to begin nuclear disarmament discussions. As Ambassador, Rep. Beyer was integral to US Department of Justice efforts to halt the abuses of Swiss bank secrecy by wealthy Americans.

Rep. Beyer has spent four decades building his family business in Northern Virginia after a summer job at a car dealership in 1974. He is a graduate of Williams College and Gonzaga College High School in Washington, DC. He was named a Presidential Scholar by President Lyndon Johnson.

Rep. Beyer has four children and two grandchildren. He and his wife Megan live in Alexandria, Virginia.

Rebecca Lammers, DA Chair, Taxation Task Force (London, United Kingdom)

Originally from Columbus, Ohio, Rebecca Lammers has lived in London, United Kingdom for 17 years. She originally moved abroad to study, was offered a job, and then met her British husband, the rest as they say is history. After establishing a small business she started to realize that she had been filing her US tax return incorrectly. As she tried to find help and resources that could help her file correctly, she found it difficult navigating the complexity of filing as an American abroad.

In 2022, Rebecca was appointed to become the Chair of the Taxation Task Force and the group grew from 12 to 70 volunteers that year. The team focuses on delivering results for Americans abroad through targeted research including the tax survey and report Once Uncomfortable, Now Suffocating, going to Washington DC to speak to legislators face-to-face about the tax problems experienced by Americans abroad, and developing policy goals to provide relief from the complexity and double taxation that Americans abroad suffer from. In the short-term, the team is focused on incremental relief for Americans abroad tax issues and in the long-term, is focused on passing Residency Based Taxation.

Rebecca is also the International Member of the Taxpayer Advocacy Panel (TAP). TAP is a Federal Advisory Committee whose mission is to listen to taxpayers, identify taxpayers' issues, and make suggestions for improving IRS service and customer satisfaction. TAP is comprised of approximately 75 members who volunteer to serve a three-year term, and represent all 50 states, District of Columbia, Puerto Rico, and a member to represent U.S. Citizens living or working abroad. Rebecca is in the second year of her three year term serving as the international member on TAP.
